ADDENDUM NO. 1
DATE: APRIL 17, 2026
PROPOSAL, CONTRACT, BOND AND SPECIFICATIONS
FOR:
CONSTRUCTION OF CELLS 6A & 6B
AT THE THOMASVILLE/SUNSET DRIVE MSW LANDFILL
FOR
CITY OF THOMASVILLE
THOMASVILLE, GEORGIA
APRIL 17, 2026
1. The pre-bid meeting minutes and sign-in sheet are included with this addendum and officially incorporated into the Bid Documents.
2. The Bid Form has been updated to:
a. Revise Bid Item C-1 and clarify the Clearing and Grubbing line item applies to the Cell Footprint and Laydown Area. The laydown area is approximately 1.8 acres, and the cell footprint is approximately 13.7 acres.
b. Add Bid Item C-2 as a separate line item for Clearing and Grubbing in the Existing Borrow Area (if needed). A quantity of 4 acres was assumed for bidding purposes.
c. Revise Bid Item G-4 to remove language associated HDPE Riser Pipes and HDPE Flat stock plates as they do not apply and are not needed for the Leachate Penetration Assembly (LPA). Language was added saying “Complete, see details” for LPA construction information.
d. Revise Bid Item K-1 to change units from Square Yards to Square Feet
3. The Technical Specifications have been updated to:
a. Revise the Leachate Penetration Assembly item in Section 01025 – Measurement and Payment of the Technical Specifications to remove language associated HDPE Riser Pipes and HDPE Flat stock plates as they do not apply and are not needed for the Leachate Penetration Assembly (LPA) and were revised to the following:
i. Measurement – Measurement shall be the quantity actually installed for complete assembly as shown on the Plans.
ii. Payment – Payment shall be at the Unit Price in the Bid Worksheet.
b. Revise Section 02755 – Geocomposite Drainage Media to clarify the geocomposite transmissivity requirements to be:
i. Hydraulic Gradient of 0.02
ii. Max Confining Pressure of 15,000 psf
4. Response to Bidder questions:
• The plans and specifications have a GCL alternate in them, but I do not see a line in the bid form and the Measurement and Payment states, “Not Used”. Please clarify.
GCL is not required and will not be used for the project. The technical specifications HHNT provides are updated on a project specific basis and when an item is not applicable to project, HHNT designates it as “Not Used” in the Measurement and Payment Section rather than removing it entirely.
• Please confirm the SY quantity for the Access Road. When we scale it we see a significantly different quantity. The provided quantity seems to be in square footage, and not square yards.
The access road quantity was originally shown in units of square yards, however it should be shown in units of square feet. The correct quantity should be ~17,280 SF OR ~1,920 SY, which is a rough estimate of the 2d area of the proposed access road. Bid Item K-1 was updated accordingly to change the units from square yards (SY) to square feet (SF).
• Is the Tack On Stormwater Diversion Berm shown in Pay Item C2 a duplicate of the Ditch – 6’ wide that is shown in Pay Item I-5?
No, the stormwater diversion berm and 6 ft wide ditch are two separate items that serve different purposes in two different areas of project.
The stormwater diversion berms are temporary construction features designed to divert stormwater away from the active cell construction area. Both berms are located on the north side of proposed Cells 6A and 6B on the slopes of existing Cells 5A and 5B.
The 6-foot-wide ditch is a permanent post-construction drainage feature located south of the proposed cell, as shown in the plans.
• Is it possible that a typo was made on the quantity for the Geogrid Reinforcement also? It is the line item just above the Access Road we discussed. It is shown in square yards. Should that also be square feet?
The geogrid reinforcement quantity is correct. The assumed quantity is based on historical data for bidding purposes. As a unit price project, the actual quantity installed will be paid to the selected bidder.
• In the specifications, the bid form G.4 calls out for a leachate penetration that matches the details 13&15, but not the description in that bid item for two 24" risers with plate stock. Could I get you to have that clarified of what's required?
The two 24” riser pipes with plate stock are not required for this project. Cells 6A and 6B use a Leachate Penetration Assembly as shown in Details 13 and 15 on the plans. Details 13 and 15 are correct and accurately represent the required configuration and should be referenced during construction. Bid Form Item G-4 and Section 01025 in the Technical Specifications have been updated to remove the reference to the 24-inch risers and flat stock plate.
• Now if it is per the detail will existing manhole #7 have a penetration with valve coming off it of for tie-in?
Based on previous as-built information and manhole submittals from the Construction of Cell 5A and Sediment Pond No. 3, existing manhole #7 does have an existing stubout.
• We need Clarification regarding the geocomposite transmissivity requirements, as there are discrepancies between the specification and the drawings:
o The specification requires testing at a load of 8,200 psf with a hydraulic gradient of 0.1.
o The drawing indicates a load of 15,000 psf and references gradients of both 0.1 and 0.02.
These differing requirements would result in different product selections.
The RT was completed using the most stringent criteria, which required the use of a Fabrinet BP 300-6-6.
The transmissivity conformance testing shall utilize a hydraulic gradient of 0.02 and a max confining pressure of 15,000 psf in accordance with Note 3 of Table 6 in the CQA Plan Drawing. Section 02755 – Geocomposite Drainage Media of the Technical Specifications has been revised accordingly.
