Non-compliance with the instructions provided in this ITO shall result in an unacceptable or unfavorable evaluation.

The offer shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The offer shall not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale and supporting documentation to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the offeror's submission.

Alternate POC:

Tanner Nielsen tanner.nielsen@us.af.mil

2.2 ACCESS TO F-16 CAD FILES

In order to facilitate access to the F-16 airframe dimensions specified at ITO 4.2, Part 2, Subfactor 1 for drawing submission, offerors must first have a valid DD 2345 on file. The approved and certified DD 2345 must be provided to both the primary and alternate POCs at the respective emails cited above at ITO 2.1. If you do not currently have a valid DD 2345, the form, which includes instructions, may be requested from the alternate POC at ITO 2.1.

2.3 FUNDING INFORMATION

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

2.2 ITO CONFLICTS

If an offeror believes the requirements in these instructions contain an error, omission, ambiguity or are otherwise unsound, the offeror shall immediately notify the CO via email with supporting rationale as well as the remedy the offeror is asking the CO to consider as related to the conflict.

3.0 OFFER ORGANIZATION & SUBMISSION

3.1 ELECTRONIC OFFERS

Due to the potential for large files being submitted as part of contractor offers, this solicitation will be using DoD SAFE (safe.apps.mil) to receive proposal submissions. All interested vendors shall send an email request for a weblink to Tanner Nielsen at tanner.nielsen@us.af.mil no later than 15 December 2022. This request shall include company name, POC, Cage Code and all email addresses the offeror would like to receive the weblink. This weblink will take the vendors to a DoD SAFE drop box after which vendors shall follow the instructions to upload all documents pertaining to your proposal. Once files have been retrieved from DoD SAFE by the Government, you will receive an email confirmation.

All offers shall be submitted to DoD SAFE prior to the closing date and time identified on the solicitation.

3.2 PAGES & FONT

The contractor shall submit the offer with the contents clearly identified and ordered in accordance with the factors and subfactors at ITO 4.0.
