About this file

This addendum to the Instructions to Bidders pertains to Invitation for Bid (IFB) C26554005 for Street Sweeping Services issued by the California Department of Parks and Recreation, Oceano Dunes District, located in San Luis Obispo County. The contract involves providing PM-10 efficient street sweeping services three times per week along Pier Avenue in Oceano, California, with a tentative contract term from January 1, 2026, through December 31, 2029. The proposal submission deadline is November 20, 2026, at 2:00 p.m., with bid opening scheduled for November 23, 2026, at 1:00 p.m. during a public conference call. The State intends to award the contract on December 2, 2026. Bids must be submitted electronically in PDF format to od.billing@parks.ca.gov, and the State reserves the right to reject any or all bids. The question submission deadline is November 16, 2026, at 2:00 p.m., with answers posted on November 20, 2026.

The addendum establishes two critical compliance requirements for all bidders. First, by submitting a bid, contractors represent they are not targets of Economic Sanctions as defined under Executive Order N-6-22 issued by Governor Gavin Newsom on March 4, 2022, regarding sanctions against Russia and Russian entities. The State may reject bids or terminate contracts if a contractor is determined to be subject to these sanctions. Second, bidders must notify the State in writing if they intend to provide Generative Artificial Intelligence (GenAI) as a deliverable or utilize GenAI from third parties to complete all or a portion of any deliverable that materially impacts system functionality, State risk, or contract performance. Failure to disclose GenAI usage may result in disqualification, and the State reserves the right to incorporate special provisions or reject bids presenting unacceptable risk. The DVBE requirement is waived for this IFB, though the DVBE incentive still applies.
