About this file

This document is an addendum to a Request for Quote (RFQ) for the purchase, installation, and training of a counter-UAS physical and visual safeguarding system for Building 210's backup generator. The Government intends to award a single firm-fixed-price contract with an estimated delivery and installation timeline of 120 days from award.

Offerors must submit three volumes: Volume I (Technical Approach, maximum 15 pages) containing test results demonstrating compliance with minimum requirements, detailed product specifications for all components, innovative solutions addressing desired capabilities (maximum 3 pages), and a Contractor Statement of Work with technical compliance matrix (maximum 5 pages); Volume II (Past Performance, no page limit, maximum 3 references) documenting similar counter-drone netting projects completed within the last five years with contract numbers, points of contact, project descriptions, and contract values; and Volume III (Price, no page limit) providing firm-fixed pricing using specified Contract Line Item Numbers. Pricing must include CLIN 0001 for System Purchase and Delivery (with SubCLINs for base system and five innovative features: Rapid Deployment Capability, Camouflage, Low Lifecycle Maintenance, and Modularity/Repairability) and CLIN 0002 for Installation and System Operations & Maintenance Training with detailed travel cost breakdowns. Award will use a Best Value Tradeoff process evaluating Technical (significantly more important), Past Performance, and Price factors. Technical evaluation employs a two-step approach: Pass/Fail gate for minimum requirements compliance, followed by qualitative assessment of innovative solutions (Outstanding, Good, Acceptable, Marginal, or Unacceptable ratings). Past performance will be assessed for recent and relevant experience with confidence ratings ranging from Substantial to No Confidence. Price will be evaluated for fairness and reasonableness without scoring.

Addendum to RFO FAR 52.212-2 Evaluation—Commercial Products and Commercial

Services

1. Basis for Award

Award will be made utilizing a Best Value Tradeoff process. The Government will evaluate quotes based on Technical, Past Performance, and Price. The Government intends to award a single contract for the purchase, installation, and training of a complete counter-UAS physical and visual safeguarding system for the Building 210 backup generator. The government may award all or some of the CLINs/SubCLINs included in this solicitation.

2. Relative Importance of Factors

Technical is significantly more important than Past Performance or Price. When combined, Technical and Past Performance are significantly more important than Price. The

Government reserves the right to award a single contract to other than the lowest-priced

Offeror or the highest technically rated Offeror.

3. Evaluation Process

Offeror’s quotes will be evaluated using the following factors and procedures:

Factor 1: Technical Evaluation

The Technical Evaluation will be conducted in a two-step process: a Pass/Fail Gate for

Minimum Requirements, followed by a qualitative assessment of the proposed

Innovative Solutions.

Step 1: Technical Pass/Fail Gate (Minimum Requirements)

The Government will evaluate the Offeror's quote (Volume I – Technical

Approach, specifically Subsections i. Test Results & Product Specifications and

iii. CSOW) to ensure the proposed solution meets all minimum requirements detailed in Attachment 1 – Statement of Objectives (SOO).

Rating Description

Pass Quote meets ALL minimum requirements IAW the SOO and is accurately reflected in the submitted CSOW.

Fail Quote does not meet all minimum requirements IAW the SOO.

Quotes rated "Fail" will be deemed unacceptable and removed from further evaluation consideration.

Step 2: Innovative Solutions Evaluation

Offerors that receive a "Pass" at the Technical Gate will have their quote

(Volume I – Technical Approach, specifically Subsection ii. Innovative

Solutions and Subsection iii. CSOW) evaluated against the four (4) desired innovative solutions outlined in the SOO. The Government will assign one of the following adjectival ratings:

Rating Description

Outstanding Quote includes and meets ALL FOUR (4) of the Government's desired innovative solutions, and the technical approach is accurately reflected in the proposed CSOW.

Good Quote includes and meets THREE (3) of the Government's desired innovative solutions, and the technical approach is accurately reflected in the proposed CSOW.

Acceptable Quote includes and meets TWO (2) of the Government's desired innovative solutions, and the technical approach is accurately reflected in the proposed CSOW.

Marginal Quote includes and meets ONE (1) of the Government's desired innovative solutions, and the technical approach is accurately reflected in the proposed CSOW.

Unacceptable Quote does not propose any of the Government's desired innovative solutions, OR the proposed innovative solution(s) are not accurately reflected in the proposed CSOW, OR the proposed innovative solution(s) do not indicate a feasible, adequate technical approach and understanding of the requirements.

Factor 2: Past Performance

The Government will evaluate the Offeror’s record of recent and relevant past performance to assess the level of confidence in the Offeror's ability to successfully perform the required effort.

In evaluating past performance, the Government reserves the right to use performance information provided by the Offeror in Volume II, information obtained from other

Government agencies, and data retrieved directly from official Government databases.

This includes, but is not limited to, the Contractor Performance Assessment Reporting

System (CPARS), the Federal Awardee Performance and Integrity Information System

(FAPIIS), or any other Government records and databases that are deemed recent and relevant to this requirement.

• Recency is defined as work performed within the last five (5) years.

• Relevance will be based on similarity to counter-drone netting projects.

Based on the Offeror’s recent and relevant past performance records, the Government will assign one of the following Performance Confidence Assessments:

Confidence Assessment Description

Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Factor 3: Price Evaluation

Price will not be scored or rated. The Government will evaluate the quoted price to ensure it is fair and reasonable. In accordance with FAR RFO 12.204, techniques such as comparison of proposed prices received in response to the solicitation, or comparison to an Independent Government Estimate (IGE), may be utilized.
