About this file
This document is an addendum to a Request for Qualifications (RFQ) issued by the Illinois Power Agency (IPA) for the selection of a Program Administrator for the Illinois Solar for All (ILSFA) Program. The addendum provides clarification on several aspects of the RFQ, including the correct references to the "ILSFA Program Administrator" instead of the "Adjustable Block Program Administrator", confirmation that all fifteen criteria (A-O) in Section 2.5 should be addressed, and guidance on page limits for the Statement of Qualifications and Supplemental Information. The IPA intends to issue a subsequent Request for Proposals (RFP) to the qualified Offerors selected through this RFQ process, which will include additional requirements related to the duties of the Program Administrator.
The addendum also confirms that the referenced documentation, such as the Certificate of Good Standing, Standard Certifications, and Financial Disclosures, will be part of the requirements for the subsequent RFP, and not the current RFQ response. The IPA does not expect the indicative pricing estimate to exceed two pages, which would be in addition to the one page for Additional Information and two pages for the Approach.

Illinois Power Agency 23-RFQ-01 – Program Administrator, Illinois Solar for All Program
Addendum: Responses to Offeror Questions August 24, 2022
1. Section 2.6 includes a typo “role of Adjustable Block Program Administrator”, could this be corrected in the Addendum?
This response confirms that reference to the “Adjustable Block Program Administrator” should have been a reference to the “Illinois Solar for All Program Administrator.
2. Section 2.6 states “Be sure to specifically address each of the twelve criteria (A-L) listed in Section 2.5.”
Since Section 2.5 contains fifteen criteria (A-O) can you confirm whether the criteria to address individually are A-L or A-O?
This response is to confirm that all fifteen criteria (A-L) should be addressed.
With these clarifications, Section 2.6 should read:
2.6 OFFEROR STATEMENT OF QUALIFICATIONS: Please describe Offeror’s background, experience and qualifications relevant to the role of the Agency’s Adjustable Block Illinois Solar for All Program Administrator. Be sure to specifically address each of the twelve fifteen criteria (A-OL) listed in Section 2.5. Please limit the statement of qualifications to no more than twenty (20) pages (not including resumes of key staff). Please do not submit marketing materials. The response to this section may also be included as an attachment to the response.
3. For Section 2.5, is it acceptable to include the minimum requirements table in the response, addressing each requirement with Yes/No as applicable, and including a reference to Section 2.6 which further elaborates each individual criteria?
Yes, the instructions of Section 2.5 request Yes/No responses, while the intention for responses in Section 2.6 is that the Offeror would demonstrate how their background, experience, and qualifications support each of the responses in Section 2.5.
4. Can you clarify the page limits?
i. Section 2.6 states 20 pages max for the Statement of Qualifications. Is the Section 2.5 checklist with yes/no responses part of the 20 pages narrative or in addition to it?
ii. Section 2.7 identifies page limits for the Supplemental information: one page for Additional information, two pages for the Approach. Is there a page limit for the indicative pricing?
The responses to Section 2.6 should be no more than 20 pages. The Section 2.5 responses are not included in that page count.
There isn’t a defined limit to an indicative pricing estimate in Section 2.7, but the Agency would not expect an indicative pricing estimate to exceed two pages, which would be in addition to the one page for the Additional Information, and two pages for the Approach.
5. Can you clarify if any additional documentation, such as the Certificate of Good Standing, Standard
Certifications document and the Financial Disclosures and the Conflicts of Interest document are to be submitted with the RFQ response?
The referenced documentation will be part of the requirements for the subsequent Request for Proposals issued to Qualified Offerors to the Request for Qualifications.
