Addendum II to ITB #25-044: On-Call Job Order Contracting Services

This is Addendum Number 2 to an Invitation to Bid for On-Call Job Order Contracting (JOC) Services issued by the City of Sandy Springs, Georgia. The City seeks to establish JOC contracts for repair, construction, alteration, modernization, maintenance, rehabilitation, and construction of buildings, structures, and real property throughout the City. The City will award a maximum of six contracts (clarified from the original language stating a maximum of three contracts) to qualified general contractors. Work will be assigned via individual Notices to Proceed for each project, with individual job orders not to exceed $500,000 in value. The bid response due date is November 3, 2025, at 2:00 p.m. EST. The addendum confirms this is the City's first JOC procurement, with no specific projects currently identified or designated funding allocated. The City has committed to utilizing the JOC contract for upcoming facility and infrastructure projects to expedite work without delays from separate procurements. A pre-bid meeting was held on October 9, 2025, with materials available on the Bonfire platform.

Pricing shall be based on RSMeans 2025 cost books, specifically the Facilities Construction Costs Book (anticipated for 80% of work) and the Commercial Renovation Costs Book (anticipated for 20% of work). Bidders must submit adjustment factors for normal working hours, other than normal working hours, and emergency work (response within 2 hours) at four decimal places. The adjustment factors shall include all overhead, profits, insurance, bonding costs, general conditions including mobilization, and expenses related to compliance and environmental regulations. The Non-Pre-priced Factor must be between 1.05 and 1.20 for the contract duration. No bid bond is required for this solicitation or task orders. The City reserves the right to request payment and performance bonds for task orders exceeding $100,000. Projects will be funded on an as-needed basis from approved departmental or capital budgets as they are identified and authorized. A weighted cost factor combining both adjustment factor schedules will be used to evaluate and determine the lowest overall cost bidder.

Addendum Number 2

ITB #25-044 On-Call Job Order Contracting (JOC) Services for the City of Sandy Springs

COMPLETE THIS ADDENDUM, SIGN and SUBMIT with the ITB

RESPONSE DUE DATE: November 3, 2025 2:00 p.m.

To All Prospective Offerors: In reference to the ITB listed above, the following answers to questions, additions, deletions, and changes are hereby incorporated into the ITB:

Question Answer

Q1. Is there a commitment to utilize this JOC contract or is this RFP being issued in the event you decide to perform a project to which you will have a vehicle in place to react and complete more quickly?

There is a commitment to utilize the JOC contract for upcoming facility and infrastructure projects. The intent is to establish a ready-to-use vehicle that allows us to expedite construction and repair work without the delays of separate procurements for each project.

Q2. Do you have funding in place now that is designated for JOC projects under this RFP?

No, there is not a specific pool of funds designated solely for JOC projects at this time. Projects utilizing the JOC contract will be funded on an as-needed basis from approved departmental or capital budgets as they are identified and authorized.

Q3 Do you have projects ready to walk now for scope and proposal development?

We do not have specific projects ready for scope and proposal development at this time. The intent of this solicitation is to have the JOC contracts in place so that when projects are identified, we can move quickly into scoping and execution.

Q4 How many task orders/purchase orders do you average per year under your current JOC?

This is the first procurement that the City is looking to establish a JOC contract

Q5. How many contracts will be awarded for this On Call JOC Services contract?

The City reserves the right to award a maximum of six (6) contracts

Q6. On page 6 of supporting documents, under the summary/scope of work section, the job order value states it will be within $10,000-$100,00 with a maximum value of any individual job shall not exceed "$500.00.00", can you please confirm the maximum individual job amount?

The maximum value per an individual job shall be $500,000.00.

Q7. Please confirm which RS Means cost book is to be utilized in pricing work- the RFP notes

For purposes of this ITB, pricing shall be based on the RSMeans 2025 Facilities Construction Costs Book and the

"RSMeans Facilities and Commercial Renovation, Catalog Edition 2025", but RS Means has three books for facilities/commercial renovation costs, none of which matches that title. They have:

2025 Facilities Maintenance & Repair Costs Book and 2025 Facilities Construction Costs Book and 2025 Commercial Renovation Costs Book

Please advise which book you'd like to utilize pricing from, as they tend to have different prices for the same item from one book to another.

RSMeans 2025 Commercial Renovation Costs Book.

References in the solicitation to “RSMeans Facilities and Commercial Renovation, Catalog Edition 2025” are intended to encompass both publications. Contractors shall use the appropriate book depending on the scope of work being priced.

Q8. Page 23 states Tasks constituting of at least 51% of the value of this contract must be performed directly by the prime contractor… Contractor shall identify which tasks shall be self-performed." Please confirm this is on a job order basis and is not required with our proposal, as no work has been identified. For example, if a General Contractor self-performs carpentry and the scope of the task order is 80% MEP, how would the contractor be expected to self-perform 51%?

Section 2.4 of the contract will be updated show to Saturday as a normal working date from 8:00 a.m. to 5:00 p.m.

Section 2.5.1 of the contract shall be updated to “Tasks constituting at least twenty percent (20%) of the value of this contract must be performed directly by the prime contractor and shall not be sub-contracted to other firms. Any deviation below this percentage shall require approval by the City.”

Q9. In the Invitation to Bid document, regarding the Bid Bond, it states both "Upon award of contract the following items shall also be submitted" and "Bid Bond needs to be returned with Bid."

Please clarify if the Bid Bond is to be submitted with the proposal or this is for the Solicitation or Task Orders after award of the overall contract.

A bid bond shall not be required for this solicitations or task orders

Q10. The RFP states "all work performed shall be in accordance with the RSMeans Facilities and Commercial Renovation, Catalog Edition 2025."

In order to properly calculate adjustment factors for our proposal, we need to know if the base costs that the factors will be applied to are the costs as listed in the book, or if the location factors/city cost indexes included in the back of the book will be applied to the item unit costs prior to application of the adjustment factor.

Please advise.

The base cost shall be those listed in the book, then incorporated with the corresponding adjustment factor.

Q11. The Bid Bond form states "Bidder to sign and return". However, on the Bidding Instructions

See response to question #9.

page, Bid Bond is listed under "Upon Award of contract the following items shall also be submitted." Please confirm the bid bond is not required to be submitted at this time.

Q12. We had asked for a clarification 2-weeks ago on the JOC RFP documents the stated the MAX PO value was $500.00.00. We asked clarification as to what the max value is. The documents also state a bid bond, payment bond and performance bond was required for contracts over $250,000.00. We asked for them to be clarified as well. Our RFI was submitted Friday, and we would like to know when the RFI’s will be answered. We also tried to join in on the link that was published for the pre-bid meeting, but the link did not work when our people tried to log on. When are you going to hold a pre-bid meeting that people can link into?

The bid bond is not a requirement. The City has the right to ask for payment and performance bonds for task orders that exceed $100,000.00. The pre-bid meeting was held on 10/9/25. The PowerPoint, transcript, and attendee list are available on Bonfire.

Q13. In the Invitation to Bid document, the bidding instructions do not mention the "Request for References" as part of the submission requirements. Please clarify if this form is to be submitted with our proposal.

Yes, the Request for References shall be provided as part of the submission

**Updates**

The adjustment factor(s) shall include all overhead, profits, insurance, bonding cost, general conditions

(including mobilization), and expenses related to compliance and environmental regulations.

If the RSM 2025 Facilities Construction Costs Book and RSMeans 2025 Commercial Renovation Cost

Book, have the same Unit Price Book(UPB). The price from the RSMeans 2025 Facilities Construction

Costs Book shall be used.

The City anticipates that 80% of the work will come from the RSMeans 2025 Facilities Construction Costs

Book and 20% of the work will come from the RSMeans 2025 Commercial Renovation Cost Book

Weighted Cost Factor

The weighted cost factor is determined based on the anticipated distribution of work, with 80% derived from the RSMeans 2025 Facilities Construction Costs Book (Item A) and 20% from the RSMeans 2025

Commercial Renovation Costs Book (Item B). This weighted cost factor will be used to compare bidders.

Weighted Cost Factor=(0.80×A)+(0.20×B) where:

A = Total from RSMeans 2025 Facilities Construction Costs Book

B = Total from RSMeans 2025 Commercial Renovation Costs Book

The Weighted Cost Factor represents a combined value based on the anticipated distribution of work—

80% from Facilities Construction and 20% from Commercial Renovation—and will be used to evaluate and determine the lowest overall cost
