About this file

This is Addendum I containing questions and answers for Invitation to Bid (ITB) FFS 26 27 52 issued by the Florida Department of Agriculture and Consumer Services, Florida Forest Service, for the procurement of SoundOff Signal brand emergency vehicle equipment. The solicitation requests five line items comprising a complete equipment set: four items with estimated quantities of 65 each and one headache rack mount with an estimated quantity of 50 pairs. All deliveries must include no fewer than ten complete sets. The Department will accept either a single consolidated delivery or phased deliveries on or before November 30, 2026, though the Department has indicated flexibility with the delivery date if manufacturer production lead times require adjustment. Award will be made to the vendor with the lowest Grand Total Price on an all-or-none basis across all five line items.

The estimated budget for this procurement is $103,000.00. There is no current incumbent vendor supplying this equipment to the Florida Forest Service. Any responsive vendor may supply the specified items and need not be an authorized SoundOff Signal dealer or distributor; however, the Department will consider requests for approved equivalents from other manufacturers such as Federal Signal Corporation and Whelen Engineering Company provided the products are equivalent and compatible to departmental needs. No authorized-dealer letter is required with bids. Standard payment terms will follow the FDACS Purchase Order Terms and Conditions. Questions or requests for approved equivalents must be submitted in writing to the Procurement Officer by the deadline specified in Section 1.2 of the ITB.

This Addendum provides the Department’s answers to written questions received by the deadline in the above-referenced solicitation.

Question Number

Question Answer

Is there an incumbent vendor currently supplying this equipment to the Florida Forest Service?

No.

2 What is the Department's estimated budget for this procurement?

The estimated budget is $103,000.00 for this procurement.

Please confirm that part number ENNLB01H85-3M0 is current and correct as written. We understand the nFORCE NXT lightbar is built to a configuration code rather than stocked as a standard item, and we want to be certain we are quoting the exact configuration the Department requires.

The part number is current and correct as written in the ITB document.

Attachment B lists PNFLBK02 (headache rack mount) with an estimated quantity of 50 and a unit of measure of "Pair," while the other four items are priced "Each." Please confirm the Department is seeking 50 pairs, and that the unit price entered should be the price per pair.

Yes, we are seeking approximately 50 pairs.

Question Answer

Section 2.1 states the five items together comprise a complete set. The estimated quantities are 65 each for four items and 50 pairs for the headache rack mount. Please confirm this difference is intended rather than a typographical error.

The estimated quantities are listed correctly in the ITB document.

Section 2.3 requires delivery on or before 30 November 2026 and states that all deliveries must include no fewer than ten complete sets. Please confirm whether a single consolidated delivery of the full quantity is acceptable, or whether the Department requires phased deliveries.

The Department will accept a single delivery or phased deliveries.

Is the 30 November 2026 delivery date firm, or would the Department consider a later date if the manufacturer's production lead time for the configured lightbar requires it?

The Department is flexible with the delivery date.

Section 3.19 provides for award to the vendor with the lowest Grand Total Price. Please confirm the award will be made on an all-or-none basis across all five-line items rather than by individual line.

The Department intends to make a single award. An award will be made to the vendor with the lowest Grand Total Price for all items listed on Attachment B – Price Sheet.

Does the Department require the awarded vendor to be an authorized SoundOff Signal dealer or distributor, or may any responsive vendor supply the specified items?

Any vendor may supple provided they meet the specifications provided.

What are the Department's standard payment terms following acceptance of delivery?

Please see the FDACS Purchase Order Terms and Conditions at https://forms.fdacs.gov/01341.pdf

Section 2.1 specifies SoundOff Signal brand equipment. Is this solicitation brand-name-only, or will the Department consider requests for approved equivalents under Section 3.4, and what equivalency documentation would be required?

Questions related to this ITB, or requests for approved equivalents (if applicable), must be received in writing, via email, by the Procurement Officer listed in Section 1.3, Procurement Officer, within the time indicated in Section 1.2, Timeline.

If brand-name-only, is a manufacturer or authorized-dealer letter required with the bid? If so, is there a path for a newly authorized SoundOff Signal dealer to qualify before the October 13 deadline?

Authorized-dealer letter not required.

Question Number

Question Answer

I am requesting that Federal Signal Corporation and its distributors be allowed to bid equivalent products from Federal Signal Corporation. A complete list of equivalent products is identified below, matching the identified SoundOff parts from the bid document. (See table below)

Yes, as long as the product is equivalent and compatible to the needs of the Department.

Is the agency willing to entertain an equivalency spec from another manufacturer such as Whelen Engineering Company?

Please see the response to question 11.

Request clarification on the quantities specified in Section 2.3. comprise a complete set of lighting, siren, speaker, and mounting hardware" and that "all deliveries must include no less than 10 complete sets," with "one set consisting of all five required components." Quantities do not equally match to make complete sets.

The speaker has its own mount which accounts for the 5th item. However, SoundOff packs them together. This verbiage is left in should their packing protocol change.

This Addendum is hereby incorporated into and made a part of the above noted Invitation to Bid. All other terms, conditions, and specifications of this Invitation to Bid will remain the same. All questions regarding this Addendum should be submitted in writing to the Procurement Officer at Bids@FDACS.gov or contact the Procurement Office at (850) 617-7180.
