About this file
This Addendum I is issued by the Florida Department of Agriculture and Consumer Services (FDACS) for a Request for Proposal (RFP) No. DOA 24 25 128 regarding Loan Underwriting, Closing, and Servicing for the Agriculture and Aquaculture Producers Natural Disaster Recovery Loan Program. The addendum provides clarifications and answers to 23 vendor questions about the RFP, covering topics such as insurance requirements, loan processing expectations, contractor responsibilities, physical inspections, reporting templates, and customer service obligations. Key details include that loans can range from $1 to $500,000, with 112 loans previously disbursed at an average of $287,541.58 per loan, and the contractor will be required to provide a loan servicing platform, conduct physical inspections of every loan, and serve as the customer-facing agent for the department.
The compensation structure will be based on a percentage of the total value of loans closed in the preceding month, as specified in Exhibit B, Price Sheet. The contractor must use best practices for loan underwriting, comply with Florida Statutes and Administrative Code, and will not be required to use their own resources to fund loans. The department will provide guidelines and examples for reporting elements during a kick-off meeting, and the contractor will need to comply with industry standards for data security and handling. The addendum emphasizes that the contractor will be considered a vendor, not a subrecipient, and will not be required to coordinate with external partners or provide on-the-ground support during immediate disaster response. Access to historical loan performance data will be determined after the contract is awarded.
