About this file
This document is Addendum II to a Request for Proposal (RFP) No. DOA 24 25 128 issued by the Florida Department of Agriculture and Consumer Services (FDACS) for Loan Underwriting, Closing, and Servicing for the Agriculture and Aquaculture Producers Natural Disaster Recovery Loan Program. The addendum, dated April 8, 2025, provides additional guidance on Volume III, Redacted Proposal submission requirements, which was inadvertently omitted from the original RFP. The document instructs vendors that if they consider any portion of their proposal to be exempt from public disclosure, they must submit a separate "Redacted Copy" at the time of proposal submission, clearly marking confidential or trade secret information with its specific statutory basis.
The addendum emphasizes that failure to submit a redacted copy authorizes the Department to produce the entire document in response to a public records request, and explicitly states that the State of Florida does not consider pricing information to be confidential. Vendors are required to clearly identify and segregate any content they believe should be exempt from disclosure, with failure to do so constituting a waiver of claimed exemption. For questions regarding the addendum, vendors can contact the Purchasing Office at (850) 617-7181 or email Bids@FDACS.gov. The document reiterates that this addendum is incorporated into the original RFP, and all other terms, conditions, and specifications remain unchanged.

ADDENDUM II
DATE: April 8, 2025
TO: VENDORS
FROM: Stephanie Bergozza, Procurement Officer
RE: Request for Proposal (RFP) No. DOA 24 25 128, Loan Underwriting, Closing, and Servicing for the Agriculture and Aquaculture Producers Natural Disaster Recovery Loan Program
This addendum inserts the language that explains Volume III, Redacted Proposal submission requirements, which was inadvertently omitted from the Request for Proposal. The following is added to the end of Section 3.1, Proposal Format:
VOLUME III: REDACTED PROPOSAL (if applicable)
If a Respondent considers any portion of the documents, data, or record submitted in response to this solicitation to be exempted by law from disclosure as a public record, the Respondent must provide Department with a separate “Redacted Copy” of its Proposal at the time of Proposal submission.
Any Proposal content submitted to Department which is asserted to be exempted by law from disclosure as a public record shall be clearly marked “exempt,” “confidential,” or “trade secret” (as applicable), with the statutory basis for such claim of exemption specifically identified in writing on each such page. Failure to segregate and so clearly identify any such content shall constitute a waiver of any claimed exemption as applied to the portion of the Proposal or other document in which the content is set forth.
IF A RESPONDENT FAILS TO SUBMIT A REDACTED COPY WITH ITS PROPOSAL
AS DESCRIBED HEREIN, THE DEPARTMENT IS AUTHORIZED TO PRODUCE THE
ENTIRE DOCUMENT(S), DATA, OR RECORDS SUBMITTED BY THE RESPONDENT
IN ANSWER TO A PUBLIC RECORDS REQUEST. THE STATE OF FLORIDA DOES
NOT CONSIDER PRICE TO BE CONFIDENTIAL.
This Addendum is hereby incorporated into and made a part of the above noted Request for Proposal. All other terms, conditions, and specifications of this Request for Proposal will remain the same. For questions regarding this Addendum, please contact the Purchasing Office at (850) 617-7181 or email at Bids@FDACS.gov.
