About this file

This Addendum I document issued by the Florida Department of Agriculture and Consumer Services addresses written questions submitted by vendors regarding Invitation to Bid DOL 26 27 08 for MX1100 Maintenance/Supplies, CD800 Supplies, and Halo Supplies. The solicitation requests sealed bids for yearly enhanced support and maintenance services for card issuance systems located at 4050 Esplanade Way, Tallahassee, Florida, along with consumable supplies including composite cards (451,000 units from prior year), color ribbons (127 units), black ribbons (182 units), custom laminate (180 units), cleaning supplies, stickers, and Halo-related products. Questions were due June 16, 2026, by 5:00 p.m., with responses posted June 19, 2026. Sealed bids are due July 8, 2026, by 5:00 p.m. at the Mayo Building in Tallahassee, and public bid opening is scheduled for July 9, 2026, at 10:00 a.m. via teleconference. The anticipated posting of the recommended award is to be determined, and the initial contract term is one year with options to renew for up to three additional one-year periods.

Key clarifications provided in the Addendum address vendor concerns regarding maintenance delivery requirements, equipment specifications, and procurement preferences. The Department does not currently utilize subcontractors for maintenance; however, contractors must be capable of responding onsite within one hour by the contract start date. Service personnel must hold current Entrust DataCard certification and factory training. Approved equivalent products are not permitted—all items must be genuine Entrust DataCard or BadgePass products with specified manufacturer part numbers, and vendors must provide proof of authorized reseller status via letter. The Department will supply logo art, microdot text content, State Seal placement, and hologram images for card production, with proofing conducted via email and security review required for embedded microdots and overlaminates. Pricing must be firm and fixed unit prices including all packaging, handling, and shipping with no separate delivery charges. All supplies must be stored in climate-controlled environments and delivered within 90 days of purchase order receipt. A 5% Florida-based business preference applies if eligible; non-Florida vendors must submit attorney opinions regarding their home state's procurement preferences, with principal place of business determined by actual operating location rather than state of formation.

Addendum I

ITB DOL 26 27 08

Question Number

Question Answer

Maintenance via subcontractor (Item 1). Item 1 requires service personnel with current Entrust DataCard certification, factory training, and the ability to be onsite at 4050 Esplanade Way, Tallahassee within one (1) hour of a problem report. May a vendor satisfy this requirement through a subcontracted, Entrust DataCard-certified service provider, with the prime vendor remaining responsible for performance?

The Department does not currently utilize subcontractors.

Onsite response timing. Is the one-hour onsite capability required at the time of bid submission, or must it be in place by the start of the contract term?

The Contractor must be capable to respond within one hour by the start of the contract term.

Approved equivalents (Items 2–10). Will the Department consider "approved equivalent" products for any consumable items, or must all items be genuine Entrust DataCard / BadgePass products bearing the specified manufacturer part numbers? If equivalents are permitted, what is the process and deadline for approval?

Equivalents are not permitted

OEM authorization. Does the Department require proof of authorized reseller/distributor status from Entrust (and from BadgePass for Items 9–10)? If so, what documentation is acceptable?

Yes - A letter from the vendor would be sufficient.

Question Answer

Equipment inventory for maintenance pricing (Item 1). Please provide the number, model, and site locations of the systems covered under "Yearly Enhanced Support and Maintenance" (MX1100, CD800, and BadgePass Halo units), as this is necessary to price the annual firm-fixed maintenance.

DataCard MX1100 Card Issuance System (#740141) with Vision Verification Module Gen 2 (#740683) and MXD110 Card Delivery System (#740103)

Site location: 4050 Esplanade Way, Ste 190, Tallahassee FL 32399

Composite card artwork and security (Item 2). The specification states artwork will not be provided but the FDACS logo will be.

Please confirm the files the Department will furnish (logo art, microdot text content, State Seal placement), the proofing/approval process, and any security review required for the embedded microdot and overlaminate.

The department will furnish the logo art, microdot text content, State Seal placement, and the hologram image for the top laminate. Proofing process is done via email with the vendor attaching the proof in an email to the department contact and the department contact responding with approval/non-approval via email response. Yes, security review is required for the embedded microdot and overlaminate.

Estimated quantities / prior usage. As the listed quantities are estimates, can the Department provide actual quantities and spend by line item from the prior contract term to support accurate pricing?

FY 25/26

Cards – 451,000 MX1100 Color Ribbons – 127 MX1100 Black Ribbons – 182 MX1100 Custom Laminate – 180 Cleaning Sleeves – 40 Cleaning Rollers – 0 Stickers – 16 Halo Ribbons – 425 CD800 / Halo Custom Laminate - 550

Question Answer

Principal place of business. For purposes of the Section 3.18 Florida-Based Business Preference and the Attachment B requirement that a non-Florida vendor submit an attorney's opinion letter, how does the Department determine a vendor's "principal place of business" — by the entity's state of formation or by the location from which it actually operates?

Section 287.084, F.S., requires each vendor to declare its principal place of business, and non-Florida vendors must submit an attorney’s opinion letter confirming whether their home state provides procurement preferences. The Department determines a vendor’s principal place of business based on the location from which it actually operates, not its state of formation unless that is also its primary operating base.

This Addendum is hereby incorporated into and made a part of the above noted Invitation to Bid. All other terms, conditions, and specifications of this Invitation to Bid will remain the same. All questions regarding this Addendum should be submitted in writing to the Procurement Officer at Bids@FDACS.gov or contact the Procurement Office at (850) 617-7180.

Failure to file a protest within the time prescribed in Section 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes. Protests must be filed with the Department’s Agency Clerk. Filings may be made physically at:
