About this file
This is an Addendum Form for the City of Phoenix Public Works Department's Request for Proposal for 35-gallon, 65-gallon, and 95-gallon residential curbside collection containers. The addendum extends the offer due date to October 18, 2022, at 2:00 p.m. The solicitation seeks qualified vendors to supply high-density polyethylene containers with a minimum 20 percent post-consumer recycled content for refuse, recycling, and green organics collection. Estimated quantities include approximately 75,000 units of 95-gallon containers, 14,300 units of 65-gallon containers, and 715 units of 35-gallon containers. The contract will commence on or about July 1, 2026, for an initial three-year term with two optional one-year extensions. A pre-offer conference was scheduled for January 21, 2026, with written inquiries due by February 4, 2026, and sealed proposals required to be submitted electronically by February 11, 2026, at 11:00 AM.
The addendum form includes sections for vendor inquiries and corresponding city responses, as well as space for additional changes to the solicitation specifications and instructions. Key vendor qualifications require a minimum five years of business operation, valid Arizona business licensing, and $2,000,000 general aggregate liability insurance. Evaluation criteria are weighted as follows: qualifications and experience (20 points), method of approach (30 points), Arizona-based preferences (10 points), and pricing (40 points). The procurement mandates significant Disadvantaged Business Enterprise and Small Business Participation Plan requirements, with contractors required to demonstrate good faith efforts in promoting DBE and small business firm participation and track monthly expenditures through the City's Certification and Compliance System. Vendors must provide a ten-year warranty against defects with replacement at no cost to the City, and containers must withstand compression forces of 200 pounds and temperatures up to 120 degrees Fahrenheit. The City reserves the right to award contracts to multiple vendors and purchase additional quantities up to 100 percent of estimated quantities at solicitation prices.
