About this file
This is an Addendum Form for a City of Phoenix civil case management system solicitation. The addendum extends the offer due date to October 18, 2022 at 2:00 p.m. The document provides a template structure for communicating changes to the original solicitation, including sections for vendor inquiries and answers, and additional changes beyond the timeline modification. Offerors are required to acknowledge receipt and acceptance of the addendum through the City's Procurement Portal. The base solicitation seeks a comprehensive cloud-based civil case management system to replace the current ProLaw system, supporting approximately 90 users within the Civil Division of the Phoenix Law Department, which manages approximately 3,000 matters annually. The seven-year base contract includes three optional one-year extensions with a commencement date on or about November 1, 2026.
Pricing terms are firm and fixed for the initial two years, with annual price increase requests permitted thereafter upon 60 days' written notice with supporting documentation. Payment is due within 45 days of invoice receipt or final acceptance, whichever is later, with no advance payments authorized. The solicitation requires contractors to meet minimum qualifications including five years of experience developing and implementing legal case management systems for government entities, successful completion of at least two large-scale implementations within the past five years for U.S. municipal governments, FedRAMP Moderate certification or equivalent security framework compliance, and onshore U.S. hosting with no remote access for non-U.S. personnel. Contractors must maintain commercial general liability insurance of $2,000,000 general aggregate, technology errors and omissions liability of $1,000,000, network security and privacy liability of $1,000,000, and workers' compensation insurance. The solicitation incorporates Disadvantaged Business Enterprise (DBE) compliance requirements with seven-day payment terms to subcontractors and compliance with Federal Transit Administration certifications, Title VI of the Civil Rights Act, the Americans with Disabilities Act, and Arizona's legal worker verification requirements.
