About this file

This document is an addendum to a Request for Proposals (RFP) issued by the Massachusetts Bay Transportation Authority (MBTA) for a Community Outreach Program (RFP 91F-21). The RFP seeks consulting services to enhance the MBTA's current outreach efforts, travel instruction materials, and develop new materials that work in both in-person and virtual settings, as well as convey the MBTA's messages in culturally competent ways. The addendum sets the Disadvantaged Business Enterprise (DBE) participation goal for this project at 20% and provides instructions for bidders on completing the required DBE forms. It also outlines the Buy America requirements for this project, which apply to construction contracts and the acquisition of goods or rolling stock valued at more than $150,000. Bidders must submit their responses, including technical and price proposals, via COMMBUYS by the specified deadline.

The addendum specifies that the successful bidder(s) must complete and submit the Affidavit of Subcontractor Payment on a quarterly basis. Bidders must also complete the Buy America Certification Form and submit it with their bid. The MBTA will evaluate the bids, and the successful bidder(s) will be awarded the contract.
