About this file

This is an addendum containing instructions to offerors for submitting offers on commercial products and commercial services solicitations under FAR 52.212-1 (September 2023).

Offerors must submit signed and dated offers to the designated office by the exact deadline specified in the solicitation. Price submission is mandatory on a quote or Form 1449, with other applicable documentation such as past performance information submitted as needed. Minimum offer requirements include: solicitation number; receipt deadline; offeror name, address, and phone number for both company and representative; technical description of items with sufficient detail to demonstrate compliance; express warranty terms; itemized price breakdown; discount terms; remit-to address if different from mailing address; current SAM.gov registration validation with mandatory CAGE Code and optional DUNS; completed FAR 52.212-3 representations and certifications; acknowledgment of solicitation amendments; and past performance information when included as an evaluation factor, referencing recent and relevant contracts with contract numbers, points of contact, and telephone numbers. Offers lacking required representations, information, or those rejecting solicitation terms and conditions will be excluded from consideration. Offerors must hold prices firm for a minimum of 60 calendar days from the offer receipt date, unless another period is specified in a solicitation addendum. Vendors may voluntarily extend this acceptance period, and offers must clearly display the expiration date. Award will be made to the responsible offeror whose conforming offer is most advantageous to the Government, considering price and other factors.
