The RFP was originally issued on August 25, 2025, with technical questions due by September 9, 2025, at 4:30 PM EST, and anticipated posting of Questions and Answers by September 23, 2025. Proposals are due on October 7, 2025, at 2:30 PM EST at 107 East Madison Street, Caldwell Building, Tallahassee, Florida 32399, with proposals opened at 3:00 PM EST on the same date. The anticipated evaluation of technical proposals is scheduled for November 18, 2025, with the anticipated posting of Notice of Intent to Award moved to January 6, 2026, and anticipated contract execution in January 2026. The contract is expected to commence on December 29, 2025, and run for 36 months through December 29, 2028, with an option for a three-year renewal.
The Identity Management Software solution must include capabilities for fraud prevention, identity verification, Know Your Customer (KYC) and Anti-Money Laundering (AML) compliance, synthetic fraud detection, email and address risk scoring, device intelligence, global watchlist screening, and document verification, with integration into the Department's existing Salesforce grants management system. The evaluation will allocate 250 total points: 180 points for Technical Response, 20 points for Past Performance References, and 50 points for Cost Proposal, with the lowest responsive proposal receiving maximum cost points on a pro-rata basis. The contract may be partially funded through federal funds as determined by Commerce's federally approved cost allocation plan.
