About this file
This is Addendum 5 to Agency Solicitation ARFQ DEP2500000034 issued by the West Virginia Department of Environmental Protection (WVDEP). The addendum modifies the bid opening date to January 9, 2025, and provides responses to questions from the Pre-Bid Conference held on December 12, 2024, regarding the C.C. Conley & Sons, Inc. project. The project involves dewatering sediment control structures, managing wood debris through burning or chipping, constructing breach openings in sediment cells, and maintaining access roads. The contractor must provide as-built drawings and establish survey control points.
The estimated project cost is $514,215. The scope includes specific requirements for water discharge compliance with NPDES standards, incidental stone usage for road maintenance, and proper disposal of red sludge material by blending with soil and revegetating. The project does not require geotechnical testing or compaction testing, and the only required permit is for burning wood debris. The WVDEP currently holds the NPDES permit for the site. The contractor is responsible for any damage to asphalt sections of the access road and must repair them at their own expense.

Q1. What is the estimated cost of the project?
A1. $514,215
Q2. Is windrowing allowed for trees removed during construction?
A2. Windrowing is not permitted. Wood debris must be burned to ash or can now be chipped.
However, if the wood debris is chipped, then the wood chips must be spread and not remain in piles.
Q3. Are there any issues with the quality of the water to be dewatered from the sediment control structures?
A3. No, raw water is compliant with NPDES standards.
Q4. Are there specified locations for discharged water from the sediment control structures to be directed to during dewatering?
A4. Water discharged from dewatering the sediment control structures shall be directed to locations that have natural drainage features such as a hollow. The discharge locations shall be approved by the WV DEP representative on site.
Q5. Are there any water quality standard limits on the water to be dewatered from the sediment control structures?
A5. Yes, however the raw water samples are in compliance with NPDES standards.

Q11. What size are the breach openings?
A11. The breach openings shall have a minimum bottom width of eight feet with side slopes no steeper than two to one.
Q12. Can wood debris be chipped?
