About this file
This is Addendum #4 to a Request for Proposals issued by the City of St. Marys, Georgia, for Residential Curbside Solid Waste and Recycling Services. The scope encompasses once-weekly residential garbage collection, once-weekly yard debris collection, and once-weekly recycling collection, with contractor-provided carts and bins. The service includes bulk item and appliance collection on a call-in basis, with specific requirements for cart placement and material preparation. The original RFP submission deadline is May 17, 2022, at 2:00 PM EST, with no extension granted. The addendum addresses 15 questions submitted by potential respondents and clarifies requirements related to festival services, commercial facility collection, cart ownership, billing procedures, and performance bond submission requirements.
Key clarifications include the following: recycling is optional for residents but all customers are billed for the service; the City will provide monthly customer counts for billing purposes based on a baseline of 6,417 customers; rate increases will be limited to 70% of the Consumer Price Index with annual City Council approval, with no provision for extraordinary rate increase appeals; the current contractor owns and will remove existing carts at contract end; festival services require one truck with driver and volunteers, with 75 garbage carts and 10 recycling carts supplied; commercial services at City facilities will receive tipping fee reimbursement; wear and tear is defined as normal use failure while damage constitutes intentional malicious destruction; and contractors must provide a $1,000,000 performance bond with the awarded contract. Signed acknowledgments of both Addendum #3 and Addendum #4 must be included in all submissions.

REQUEST FOR PROPOSALS
RESIDENTIAL CURBSIDE SOLID WASTE AND RECYCLING SERVICES
May 9, 2022 Addendum #4
TO ALL RESPONDERS:
You hereby informed that the Request for Proposals for the above-mentioned Project is modified, corrected and/or supplemented as follows and that Addendum #4 becomes a part of the Request for Proposals Package.
No change to the Due Date of May 17, 2022, 2:00 PM EST for all submissions The City has received the following questions. The answers are being supplied as a part of this addendum.
1. I noticed that the addendum acknowledgement page wasn’t sent for Addendum #3 will you be sending that as well?
Addendum #3 acknowledge page is included as part of this Addendum.
2. Would it be possible for the City to provide a Sample Draft Service Agreement (Contract)? This will have other terms and conditions not specified in the RFP document such as an annual CPI increase, extraordinary costs in doing business, force majeure language etc. This will help us better determine our rate calculations.
The current contract was provided in addendum #2, but please note that the new contract may differ.
3. Will the service agreement include language for an annual price increase based on an CPI index?
Potential Rate increases will be based on 70% of CPI index with annual approval or denial by City Council.
4. Will the service agreement include language for an Extraordinary Rate Increase that the vendor can appeal for on an annual basis for unforeseen increased costs such as rapidly rising recycling processing fees or change in law?
No
5. Who owns the carts/bins that are being used currently? Who retains the carts/bins at the end of the new service agreement?
Current carts and bins are the property of the current contractor. The current contractor will be responsible for removal of all old cans at the end of the current contract.
6. Pg.2 #6- Can you provide more details about the festivals such as how many drivers, helpers, trucks, carts (garbage and recycle) that will be needed? Also, start and end times for these events?
Generally, one truck is parked with a driver at a centralized location and volunteers pull the carts to the truck. The number of carts supplied is 75 regular garbage carts and 10 recycling carts. The normal times for all events other than the Independence Day Celebration is 8:00 am to 6:00 pm. The Independence Day Celebration the time requirement is from 8:00 am to 10:00 pm.
7. Pg.2 Last paragraph- In this paragraph it states the City reserves the right to make multiple awards should it deem it in the best interest of the City. Historically, has the City every issued multiple awards?
The City has issued multiple awards in the past but not necessarily for Solid Waste Services.
8. Pg.4 section 1.2- We would like to request the annual tonnage report for all waste streams that were collected by the current contractor over the past twelve months.
The attached site activity report for account #64, the City of St. Marys, breaks down the tonnage by site. Site 2 is the MSW site and Site 3 is the C&D site.
9. We would like to request a total number of customers that use additional carts.
Currently, the City of St Marys only allows (1) 90 gal trash can distributed to each customer that has paid for Garbage Service with the City and the customer is allowed to purchase (2) 32 gal cans (the customer has to purchase these at Lowes, Walmart, Etc)
10. Pg.17-18 section 4.5.1.1- Will the City pay for the disposal cost on all of the commercial solid waste and recycle services provided at no additional cost to the City in the same manner in which they do the residential disposal? Also, will you provide a service schedule for all of the commercial services.
Please reference the RFP and Addendum #2 for Services to City owned facilities.
Per the RFP - … trash containers will typically be emptied once per week on the same schedule set forth above, however some may require multiple weekly pickups such as at water/sewer plants.
Per the RFP - all tipping fees for solid waste will be reimbursed by the City.
11. Pg.22 section 6.5- How is the City defining “wear and tear” vs. “damage” and what method does the City implement currently to distinguish the two, so that there will be a clear understanding between the contractor and City?
Wear and tear is defined as failure due to normal use for example wheels that have fallen off or lids that came off. Damage by the customer is defined as the intentional and malicious destruction of the carts.
12. Question 3 in Addendum 3: stated that recycling is optional. How many residents recycle currently and is that the number that the contractor can bill for, or do we bill for all 6,417 every month?
Recycling is optional participation by the resident. Every customer is billed for recycling service.
13. Section 10. Billing and Payment: Will the contractor bill 6,417 for every month or will the City provide the contractor with a monthly number each month to bill for? Can the City confirm that the number of 6,417 is the current baseline for all services?
The City provides the service provider/Contractor with a current number of customers each month for billing. The number provided was the current number at the time of advertisement.
14. Submission Requirements:3.19.2 Performance Bond states “that the contractor shall also obtain and provide evidence of a $1,00,000.00 performance bond.”
What will the City accept as evidence since there is no Bid Bond required?
The Contractor awarded the contract will be required to provide the City with the Performance Bond as stated in the RFP.
15. Will the City consider providing another extension to allow for the contractors to fully digest the new Questions and Answers?
