About this file

Addendum #4 for the City of Livingston's Parks Master Plan Request for Proposal (RFP) provides clarifications and responses to questions submitted by potential bidders prior to December 21, 2023. The document outlines the city's intent to select a consultant to develop a comprehensive Parks Master Plan, with a project timeline of 6 months from bid award. The RFP seeks conceptual plans and case analyses for multiple parks, including Adventure Park, Village Green Park, Murphy's Park, and several additional parks identified in a supplemental list. Potential bidders are advised that questions may be submitted until 2:00 PM on December 21st, with responses to be posted as addenda to the RFP.

The project budget is set at $30,000.00, with the city emphasizing a dynamic approach to the master plan that focuses on public outreach, community needs, and long-term sustainability. The deliverable is expected to be a comprehensive document that includes detailed cost estimates, maintenance figures, and graphics similar to the existing Livingston Parks and Trails Master Plan. The city is seeking a plan that not only addresses current parks system needs but also provides a strategic framework for future growth and improvements, with a commitment to creating a living document that reflects the community's values and preferences.

PARKS MASTER PLAN RFP ADDENDUM #4

This Addendum #4 to the City of Livingston's Parks Master Plan RFP provides answers to questions submitted by holders of the RFP on or before December 21, 2023.

Is the budget for this project a matter of public record? Can you reveal it and/or provide an expected range that you expect to spend in consulting fees for this project?

The budget for this project is $30,000.00.

Page 3, Item 3 “City Responses” have deadline dates that are inconsistent with other areas of the RFP. Can you confirm that this paragraph is in error and please provide the date that the City will post the responses.

That section of the RFP pertains to notifying proposers whether their bid has been accepted or not. Questions may be submitted until 2:00 PM on December 21st, and will be answered as promptly as possible. Responses to submitted questions will be posted as Addenda to the RFP.

On Pages 20-21, the RFP is requesting the consultant to prepare “Conceptual Plans and/or case analyses” for the following parks:

Adventure Park, Village Green Park, Murphy’s Park, Arbor Ridge Park, Seldom Seen Parks, Library Park Improvements.

This list should be amended to the following parks that are accessible through https://parkcounty.maps.arcgis.com/apps/webappviewer/index.html?

The Parks should be amended as Katie Bonnell Park, Miles Park, Sacajawea Park, Mayors Landing Dog Park, Reservoir Park, Green Acres Park, Myers View Park, Mike Webb Park, Water Plant Park, Jack Weimer Memorial Park, Highground Public Use, Bozeman Park, North Side Soccer Park, Mars Park, and Riverside Park.

Please describe the deliverable you envision from the “conceptual plan” or “case analysis”?

We are dedicated to developing a Parks Master Plan that serves as a dynamic, living document, meticulously outlining our approach to enhancing and maintaining our parks and trail system. Our focus is on realistic prioritization, ensuring that the improvements we undertake are both feasible and impactful.

Central to our plan is a robust public outreach initiative. We are committed to understanding and integrating the desires and needs of our community members, ensuring that our parks system truly reflects the values and preferences of those it serves. Furthermore, our plan will include detailed cost estimates and maintenance figures, providing transparency and ensuring that our strategies are economically viable and sustainable for the long term. This comprehensive approach guarantees that our parks and trails will not only meet the current needs of our community but will continue to evolve and improve for future generations.

Please explain the quantity, types, and level of detail of the graphics you would like to include in the final report specifically any renderings, perspective drawing, maps, etc.

Our current Livingston Parks and Trails Master Plan can serve as a good reference for the types of graphics and details that we prefer. It can be found at:

https://www.livingstonmontana.org/sites/default/files/fileattachments/ parks_and_trails_committee/page/2696/ parks_and_trails_master_plan_livingston_parks_mp_report_print.pdf

When do you expect to start this project and when would you like it completed?

We would like for the project to be started as soon as possible. We would like to have a completed Parks Master Plan within 6 months of awarding the bid.
