Addendum 4 Summary
This Addendum 4 is issued by the City of Portland, Oregon Procurement Services for Bid Number 2383578544, the SE 102nd Ave & Woodstock Blvd Local Improvement District (LID) project involving grading, drainage, paving, signing, striping, and roadside development. The addendum updates the original bid documents and specifications, with the revised bid due date of October 27, 2026, by 2:00 P.M. Key changes include a revised bid form, updated Special Provisions table in Section 00291.80, and newly attached earthwork reports. The primary modification addresses corrected earthwork quantities: Bid Item No. 15 (Non-hazardous Contaminated Soil/Sediment Hauling) is updated to 1,482 cubic yards, and Bid Item No. 21 (General Excavation) is updated to 2,721 cubic yards, reflecting recalculated earthwork figures. The bid form itemizes 58 line items including mobilization, temporary traffic control, erosion control, contaminated media handling, railroad track removal, clearing and grubbing, excavation, pipe installation, concrete work, paving, signage, and landscaping. Bidders are directed to use estimated quantities provided on the bid form rather than requesting additional grading plans or CAD drawings.
The addendum specifies that non-hazardous contaminated media totals 1,940 tons, with treated wood rail ties comprising 20 tons, supported by attached Triangle Volume Reports dated October 21, 2026. Bidders must acknowledge receipt of all addenda and comply with Oregon prevailing wage requirements under ORS 279C.838 or 279C.840, including a 1/10 of 1 percent prevailing wage fee payable to the Oregon Bureau of Labor and Industries. Bidders must declare resident or non-resident status per ORS 279A.120 and assign anti-trust rights to the Owner as required. Questions and concerns should be directed to Emmanuel Amunga at emmanuel.amunga@portlandoregon.gov. The City of Portland Chief Procurement Officer Sylvester Donelson, Jr. issued the addendum on October 22, 2026.
