About this file

This is Addendum 2 issued by the City of Portland, Oregon Procurement Services for Bid Number 2383578544, a Local Improvement District (LID) project at SE 102nd Ave & Woodstock Blvd involving grading, drainage, paving, signing, striping, and roadside development. The addendum, issued October 1, 2026, extends the bid submission deadline from October 6, 2026, to October 27, 2026, at 2:00 P.M. The project scope includes 58 line items encompassing mobilization, temporary traffic control, erosion control, contaminated soil removal (3,497 cubic yards), railroad track removal (450 linear feet), general excavation (4,265 cubic yards), stormwater infrastructure including pipes and maintenance holes, asphalt paving (685 tons of Level 3 fiber-reinforced mixture), concrete work (curbs, sidewalks, driveways, flush curbs totaling 2,820 square feet of walks), and landscaping including 17 trees (8 conifer trees at 7-foot height and 5 deciduous trees at 2.5-inch caliper). The pre-bid meeting held on September 24, 2026, was mandatory for all prime contractors. The addendum clarifies previously issued specifications regarding tree counts, asphalt reinforcement specifications, bid item quantities and numbering, and contaminated media management responsibilities.

The addendum provides critical clarifications on cost responsibilities and payment terms. The City of Portland will pay contaminated media tipping fees for disposal at Hillsboro Landfill, with contractors responsible for contaminated media testing and handling costs including management, stockpiling, reloading, dewatering, and hauling. Non-hazardous contaminated soil totals an estimated 1,940 tons with treated wood rail ties estimated at 20 tons. Significant bid item quantity corrections are documented, including reducing curb and gutter from 460 linear feet to 44 linear feet, clarifying asphalt removal quantities at specific intersections, and establishing that no curb removal is required outside the specified locations. The solicitation requires compliance with Oregon prevailing wage requirements and a prevailing wage rate fee of 1/10 of 1% of the total contract price to the Oregon Bureau of Labor and Industries. Bidders must declare resident or non-resident status per ORS 279A.120 and acknowledge receipt of all addenda prior to submission.

2.03 Q&A Question

I have a question regarding the SE 102nd Ave & Woodstock Blvd LID bid. Was the pre-bid meeting changed to Non-Mandatory on 9/24/2026 @ 2:00pm?

I noticed in addendum 1 that the pre-bid meeting notes stated non-mandatory.

Response

The pre-bid meeting was mandatory for all Prime Contractors.

2.04 Q&A Question

Verifying tree count per Addendum 1 which reduced tree count from 17 total to only 13. Is drawing 3 deleted? Are you considering Taxodium disticum as conifers?

Please clarify Drawing 3 - 4 conifers Drawing 4 - 4 conifers + 3 trees 2.5" Drawing 5 - 3 conifers + 3 trees 2.5"

Response

Drawing 3 was not deleted. Addendum 1 only shows items that were changed and there's no change on Sheet 3.
