About this file

This is Addendum 4 to a Request for Proposal (RFP 25-RFP-004-VW) issued by the Florida Department of Commerce for Identity Management Software. The addendum revises the Calendar of Events for the solicitation, which was originally issued on August 25, 2025. The RFP seeks a comprehensive identity management software solution for fraud prevention, identity verification, Know Your Customer (KYC), and Anti Money Laundering (AML) compliance. Technical questions from prospective respondents were due September 9, 2025, at 4:30 PM EST, with questions and answers posted to the Florida Vendor Information Portal on September 23, 2025. Proposals are due October 7, 2025, at 2:30 PM EST at the Caldwell Building in Tallahassee, Florida, with proposals opening at 3:00 PM EST the same day. Technical proposal evaluation is anticipated for November 18, 2025, with a notice of intent to award posted December 23, 2025. The anticipated contract execution is January 2026, with an expected initial contract period of 36 months from December 29, 2025, to December 29, 2028, followed by potential three-year renewal options.

The evaluation will allocate 250 total points comprising 180 points for technical response, 20 points for past performance references, and 50 points for cost proposal, with the lowest responsive proposal receiving maximum cost points. No specific budget or pricing terms are detailed in this addendum. The contract will be partially funded through federal funds with amounts determined by Commerce's federally approved cost allocation plan. The annual subscription fee will include ongoing product improvements, support services, API access, and performance monitoring. Addenda and clarifications will be posted on the Florida Vendor Information Portal, and respondents are responsible for monitoring the website for solicitation updates.
