SUBJECT: Addendum 4 to ITB 410133C001 Automated Multipurpose Machine Gun Range (“MPMG”)

TO ALL PROSPECTIVE BIDDERS AND ALL OTHERS CONCERNED

1. The changes, clarifications, omissions, additions, and alterations in, on, and to the solicitation information and specifications shall apply to the bids submitted for and to the project indicated above. Except as modified by this

Addendum, all of the terms and provisions of the Invitation to Bid (“ITB”) for the above listed project remain in full force and effect. This Addendum supersedes all previous instructions pertaining to the items listed:

CHANGES TO ITB

2. Changes to ITB: The following changes are made to the ITB. (Where applicable, additions are indicated with bold and underlined and deletions are indicated by strikethrough).

a. The following language is added to Attachment A Statement of Work SW-1

Site specific hazards: Although NWSTF Boardman has been restricted to inert munitions since being transferred to the U.S. Navy in the early 1960’s and has subsequently undergone annual

Operational Range Clearance (ORC). The range previously supported a variety of undocumented military activities after being established in 1942. Because of this, there is a medium probability that Munitions and Explosives of Concern (MEC) and Unexploded Ordnance (UXO) may be encountered during the Project. If encountered, Contractor shall immediately cease Work in the area and report the finding to the Owner’s representative. No Work may be allowed to commence in the area until the MEC/UXO have been rendered safe and authorization to proceed has been issued. The OMD may provide, or require the Contractor to provide, a Work Plan (WP) to provide details for conducting munitions and explosives of concern clearance and safety support for the

Project. Contractor shall follow Work Plan and notification procedures as outline should

UXO/MEC be discovered

3. This addendum must be acknowledged and submitted for this project. By acknowledging this addendum in Exhibit 1

Bidder Submission Form Section D of the ITB, the bidder agrees they have read and understood the above mentioned changes and have incorporated those changes into their bid.

PROTEST OF ANY CHANGES TO THE ITB MADE BY THIS ADDENDUM MUST BE SUBMITTED IN

WRITTEN FORM VIA EMAIL TO SAM.A.GOFF@OMD.OREGON.GOV BY 10 AM ON SEPTEMBER 16,
