About this file

This document is an addendum to a request for proposals (RFP) issued by the City of Statesboro, Georgia for the construction of a fire department training building. The RFP has a due date of Tuesday, August 20, 2024 at 3:00 PM local time. The project will involve the construction of a 40x40x16 metal building with a roof extension, as well as other typical construction elements such as plumbing, electrical, drywall, and septic work. A pre-bid conference was held on July 11, 2024, and attendance was mandatory for all bidders. The addendum addresses several questions from potential bidders, including the use of alternative materials, the handling of permits and inspections, and the scope of site work.

The addendum indicates that the project will be designed and built under a design-build format, with some specifications provided in the bid package. Permit fees will not be waived, and all necessary permits and inspections must be obtained through Bulloch County's Planning and Development department. The City of Statesboro will assist in the permitting process, but cannot guarantee the timeline. Bidders are required to include Land Disturbing Permit (LDP) and Erosion Control Plan costs in their bids, and the site work, including clearing, grubbing, and rough grading, should also be included in the bid pricing.

CITY OF STATESBORO

CENTRAL SERVICES PURCHASING OFFICE

22 WEST GRADY STREET, STATESBORO, GA 30458

ADDENDUM 4 OF 4 – AUGUST 12, 2024

SOLICITATION NUMBER: 2024 FD-69

SOLICITATION TITLE: CITY OF STATESBORO FIRE DEPARTMENT TRAINING BUILDING

DUE DATE: WEDNESDAY, AUGUST 14, 2024 AT 3:00 PM LOCAL TIME

TUESDAY, AUGUST 20, 2024 AT 3:00 PM LOCAL TIME

THIS DOCUMENTATION MUST BE INCLUDED IN YOUR SUBMITTED SEALED BID FOR THE BID TO BE CONSIDERED.

The bid submission due date will be extended to Tuesday, August 20, 2024 at 3:00 PM local time.

Question 1: I sent one in about a GC lic being required to perform this work per state board.

Response: The construction of this project will take place on city-owned property. However, the county holds authority over the construction and requires a General Contractor’s license. All necessary building permits and requirements must be obtained through Bulloch County’s Planning and Development department.

These fees will not be waived.

Question 2: I want to use an electric water heater 50 gal vs Rinnai gas unit, the cost difference is immense. Thousands of dollars in savings

Response: We prefer a natural gas fueled water heater. After the bid is awarded, we can discuss specifics. However, any variations should be included as an alternative.

Question 3: Can we use vinyl-backed insulation for the building vs. foam there is a big savings, and the finished product would look better where exposed in the truck area and in the upper ceiling area of the classroom

Response: Due to the R value of spray foam, we requested open cell spray foam. However, any variations should be included as an alternative.

Question 4: Can we wood frame the walls in the training area instead of using liner panels and drywalling them? It would finish better than wall foam above the 8-foot panels to an open ceiling.

Response: This is acceptable for bid submission.

Question 5: Can we use residential interior hollow core doors and frames for the two restrooms and closet vs steel, cost savings on this item

Response: No. These will be used extensively and will need to be durable.

Question 6: We plan on using floor-mounted toilets, they are more durable for this application

Response: Normal floor mounted toilets are the intended design.

Question 7: Is permit fees waived? Will inspections be from the Fire Department or inspections with the city? Will the project manager assist in the permitting inspection process for the project to expedite completion?

Response: As stated earlier, permit fees will not be waived and will be accessed by Bulloch County as it is in the unincorporated area outside the City of Statesboro limits. City personnel will assist in any way to help expedite the process, however, there is no guarantee of the effect.

Question 8: Are the PEMB and foundation plan-engineered drawings enough to get a permit?

Response: I believe this to be correct, but any questions regarding needed plans or drawings required for permits should be directed to Bulloch County Building Permit Department.

Question 9: No LDP or erosion control plan is included in our bid.

Response: Land Disturbing Permit (LDP) and Erosion Control Plan as required by the State of Georgia.

Question 10: Will the land for the building be cleared, grubbed, and rough graded so that a foundation can be formed?

Response: This work should be included in the bid pricing.

Question 11: No finish grading beyond positive drainage away from the building per the meeting, correct?

Response: Correct

Question 12: Smooth trowel finish concrete floors everywhere, correct?

Response: Correct

Question 13: If the fixture bath fan, etc. allowance is exceeded, should this be a change order for adequate lumens and ventilation?

Response: The fixtures included in bid should meet all applicable codes and specifications in order to pass OTC inspections.

NOTE: This request for proposal (RFP) will be centered around a design/build format with some specifications listed in the bid package.
