About this file

This is Addendum #4 to a Centralized Request for Quote (CRFQ) issued by the West Virginia Department of Administration Purchasing Division on behalf of the Division of Natural Resources for the Watoga State Park Broadband Distribution project. The solicitation seeks establishment of a contract for park-wide Wi-Fi distribution utilizing a one gigabit broadband circuit internet service with sufficient speed and bandwidth to serve the park. The project involves new broadband distribution system construction classified under Building and Facility Construction and Maintenance Services (Commodity Code 72000000). The solicitation closes on March 5, 2026 at 1:30 p.m., with bids to be submitted to the Department of Administration Purchasing Division in Charleston, West Virginia. The project contact is James H Adkins, Purchasing Division buyer, reachable at (304) 558-3397 or jamie.h.adkins@wv.gov. Bids should be shipped to and invoiced for the Division of Natural Resources at Watoga State Park, located at 4800 Watoga Park Road, Marlinton, West Virginia.

Addendum #4 serves to publish vendor questions and responses related to the solicitation. Key clarifications include: the state will not add new commercial fiber drops but permits private fiber backhaul options at the bidder's expense; underground fiber is preferred over aerial; wood poles and tower structures are permitted with priority given to less obtrusive locations; generator backup is not required; existing security protocols for hunting and fishing license sales must migrate seamlessly; the selected vendor is responsible for National Radio Quiet Zone (NRQZ) notification and coordination with the National Radio Astronomy Observatory; and Wi-Fi coverage should prioritize buildings, facilities, and activity centers where park visitors gather rather than liminal roadway corridors. The park requires coverage for eight PC connections and at least one point-of-sale device at the headquarters/gift shop facility. Vendors must acknowledge receipt of all addenda with their bid submission or face potential disqualification.

RFI: Vendor Questions for CRFQ DNR 26*09 Watoga State Park Broadband Distribution

Q.1. Will the State/DNR consider adding new commercial fiber drops from their current provider in farther areas of the park to reduce the amount of needed RF backhaul to cover these remote areas? Beavercreek Campground & Maintenance area. Base of Pine Run Cabins

Road. Start of Island Lick Cabin Area. Riverside Camp Ground.

A. No.

Q.2. If adding new commercial Fiber isn’t an option. Can Private Fiber Backhaul options, due to terrain associated with park, be added to the following areas?

A. Yes. However, any associated work and costs are the responsibility of the bidder. All work shall be coordinated with the WVDNR Project Manager.

Q.3. Can fiber be ran to the following remote locations with the HQ being the POP (Point of

Penetration)? (Beavercreek Campground & Maintenance area, Superintendent’s house, Base of Pine Run Cabins Road, Start of Island Lick Cabin Area, Riverside Campground)

A. Yes. However, any associated work and costs are the responsibility of the bidder. All work shall be coordinated with the WVDNR Project Manager.

Q.4. If Fiber can be ran, would the state prefer Aerial or Underground fiber? Aerial will require poles along roads. Underground would be in innerduct along existing road structures.

A. Underground.

Q.5. Can Wood Poles, and or Tower Structures be installed and use for equipment for better line of sight to provide connections to locations in valleys? If yes, they may have to be placed in area within view of park guests, will that be an issue?

A. Yes, but priority should be given to less obtrusive locations whenever possible.

Q.6. Do we need to include generator back up to keep the wi-fi up in the event of power being lost?

A. No.

Q.7. Do the existing end user PCs at the HQ/Gift shop need to connect to the new Broadband

Distribution network?

A. Yes

Q.8. Can we confirm the number and types of end user equipment that needs to be covered and integrated?

A. The Park requires coverage for 8 PC connections and at least one POS device for gift card purchases at the HQ / Gift Shop facility. One of the PC’s is solely dedicated to selling State of

WV hunting and fishing licenses. The WVDNR expects that existing security and network protocols for these activities can be migrated seamlessly to the new connections.

Q.9. This park is located within the National Radio Quiet Zone, has the NRQZ been notified of these plans?

A. No. No technical proposal data has been generated yet to use in the application.

Q.10. Will notification and coordination fall upon the State/DNR or the awarded Contractor?

A. The Selected Vendor will handle notification and coordination with the NRQZ.

The winning bidder will be expected to coordinate with the Spectrum Management Section of the NRAO to provide the information specific to the equipment he is proposing and to complete the NRAO AutoPath Applicant Submission Template, in its current version.

Q.11. What is within and not within the bounds of modifying the park property to meet the requirements of this RFQ?

a. Tree Trimming for LOS

b. H-Frame or Communications Cabinet installations in visible areas?

c. Installation of equipment on existing park facilities?

i. Example is mounting equipment on the HQ building or any of the cabins or buildings to be covered by

WIFI

A. Tree trimming for Line of Sight is permissible, as are poles or towers for installations which do not serve to support overhead utility lines, but either should be limited to the minimum necessary. Mounting equipment on existing Park buildings is permissible.

Q.12. Does each cabin or activity center building need to have an access point indoors for internal coverage? Or will coverage from outside be sufficient for these needs?

A. The access point can be outside the cabin or structure, providing the coverage inside meets the specification.

Q.13. There is a large amount of road that is listed on the on wifi boundary map. Do we need to provide wifi to all the buildings, facilities, and activity centers and all of the included road? Or do we need to provide wifi to all the building, facilities and activity centers and the road where possible?

A. Broadband WiFi access is intended for areas where Park visitors or guests are gathered for activities, lodged or camped. Liminal spaces such as roadway corridors between points of interest are not a priority.
