About this file
This document is Addendum No. 3 to RFP No. CM-26-791 issued by the City of Long Beach Department of Financial Management on October 21, 2026, concerning as-needed event equipment rentals for citywide events. The addendum clarifies requirements regarding California Department of Industrial Relations (DIR) registration as a mandatory condition for proposal submission. The City specifies that DIR registration is not required as a condition of submitting a proposal, as the scope of services consists of temporary event equipment rentals that include delivery, setup, and removal. Proposers must acknowledge receipt of this addendum by signing and submitting it with their proposal, and any proposer who fails to submit this acknowledgment may be disqualified. The City emphasizes that it will not be responsible for or bound by any oral communication or information that occurs outside the official communication process unless confirmed in writing by the City Contact.
The answer to the posed question clarifies that while DIR registration is not a prerequisite for proposal submission, proposers remain responsible for complying with any applicable State labor requirements regardless of the type of installation involved, such as stages or larger tents. The City's response addresses whether a DIR-registered subcontractor could satisfy the requirement for specific work, indicating that compliance depends on the nature of the work performed and applicable state regulations rather than a blanket DIR registration mandate.

1. Q: Section 4.2 lists proof of California Department of Industrial Relations (DIR) registration as mandatory. Is DIR registration required for a firm providing event equipment rentals, delivery, setup, and breakdown? Does the answer depend on the type of installation (such as stages or larger tents), and would a DIR-registered subcontractor satisfy this requirement for that work?
A: DIR registration is not required as a condition of submitting a proposal. The scope of services is for temporary event equipment rentals that include delivery, setup and removal. Proposers remain responsible for complying with any applicable State labor requirements.
