About this file

This document is Addendum No. 3 for a Request for Proposal (RFP2025-009) issued by the City of Kissimmee for a Construction Manager at Risk (CMAR) project involving the Kissimmee Lakeside Fire Station and Durbin Park Community Center. The project is anticipated to have an 18-20 month duration, with one Guaranteed Maximum Price (GMP) covering both facilities. The addendum provides clarifications on various aspects of the project, including site logistics, operational considerations, and proposal submission requirements. Key details include maintaining school access, park operations with limited activities, and storm-hardening requirements for the facilities.

The addendum addresses multiple bidder questions regarding project specifics, such as design team (The Luz Group), evaluation timeline (30-45 days from bid opening), and submission guidelines. Notable requirements include preparing new survey documentation, providing team scheduling capabilities, and submitting sample project schedules. The proposal will be evaluated by a committee that will assess contract exceptions, local entity eligibility, and W/MBE (Women/Minority Business Enterprise) subcontractor utilization. There are no exceptions to Davis-Bacon wage requirements, and final design plans will be completed by the time the CMAR is selected and awarded.
