About this file
This document is Addendum No. 3 for RFP2025-006 issued by the City of Kissimmee, Florida, addressing Emergency Response and Recovery Services. The addendum provides clarifications and answers to 15 bidder questions regarding the solicitation, including details about landfill locations, potential Debris Management Sites (DMS), contract term (confirmed as 1 year with 4 one-year renewals), and increases to the proposal page limit from 30 to 50 double-sided pages. The current incumbent contractors are Crowder Gulf (primary) and Southern Disaster Recovery (secondary), and the bid opening is scheduled for an in-person meeting on 5/1/2025.
The addendum confirms that pricing increases will require City Commission approval and specifies that a separate RFP (RFP2025-007) for Disaster Debris Monitoring is currently being advertised. Insurance requirements are clarified, with specific emphasis on Commercial Liability, Business Automobile Liability, and Workers Compensation amounts. Documentation and reporting will be required from both the emergency response contractor and the monitoring firm. The addendum also indicates that only cover sheets will be excluded from the page count, and contractors must submit comprehensive details about safety plans, equipment inventories, and qualifications within their proposals.
