About this file
This document is an Addendum to a Request for Proposals (RFP) issued by Dawson County, Georgia for Methane Monitoring Services. The RFP closing date is December 5, 2024 at 10:30 a.m. The addendum clarifies various questions related to sampling locations, analytes, accessibility of monitoring wells, invoicing requirements, and the landfill gas extraction system. Key details include that monthly methane monitoring will be required until 6 consecutive events demonstrate compliance, the county will provide an electronic site map and groundwater data, and the prime contractor can use subcontractors for well-field balancing and flare system operations on a time and materials basis as needed.
The RFP states that the successful proposer will be required to invoice on a monthly basis for the methane monitoring services, rather than the originally stated quarterly invoicing. The county will provide the selected vendor with electronic site maps and historical groundwater data. The contract will be between the awarded contractor and the county, with no additional line items for subcontractors, though the prime contractor can set up subcontracts as needed. The landfill gas extraction system redesign is not yet complete, with the county expecting for-construction specifications and drawings before the end of the year.

RFP #452-24 METHANE MONITORING SERVICES
ADDENDUM #3
RFP Closing Date: December 5, 2024 at 10:30 a.m.
RFP Issue Date: October 21, 2024
RFP Addendum Issue Date: November 20, 2024
By: Melissa Hawk, Purchasing Manager
The following are amendments to the RFP #452-24 Methane Monitoring Services:
1. All other dates, other specifications, terms and conditions remain the same as posted in the
RFP document.
The following are questions and answers to the RFP #452-24 Methane Monitoring Services:
QUESTION: Addendum #2, issued November 6, 2024, included two summary tables of the analyses that are required for each sampling point. The first table (detection monitoring event) includes the analysis of mercury for one well (GWA-2A), which matches the narrative and table included in Groundwater Monitoring Reports completed within the last year. The table in the
Addendum does not identify well GWC-3A as one that should be sampled for 2,4-D (an App. II pesticide), however, according to the Groundwater Monitoring Reports, samples have been collected for analysis of 2,4-D in well GWC-3A during the last two years and the recommendation is to continue. Is analysis for 2,4-D during the detection monitoring event still required or has it been removed from the suite of analytes for this well?
ANSWER: In accordance with the latest groundwater monitoring report reviewed by the EPD, samples from GWC-3A should be analyzed for the Appendix II Herbicide 2,4-D during all groundwater monitoring events.
QUESTION: Both Addendum #2 and Groundwater Monitoring reports include a surface water sampling point identified as “Spring”. The Groundwater Monitoring Reports state this is an “off-site” location; the location is not identified on any of the potentiometric surface maps found in the reports. Is this location on County-owned property (but off the landfill property) or on private property? Can you provide the location of this sample point either on the site map or with approximate Lat/Long coordinates?
ANSWER: The surface water sampling location identified as "Spring" is located on Dawson
County property. It is sampled from a small drainage ditch that intersects Burt Creek near TW-6.
Sample SWC-2 is taken from Burt Creek just downstream of this intersection.
QUESTION: The Groundwater reports for 2022 and 2023 seem to indicate that access to well
TW-6 was “blocked” or otherwise inaccessible. While on-site following the pre-bid meeting, we could not find this well. The Groundwater report for the 1st Semi-Annual Event of 2024 has a water level reading for TW-6. Was this well accessible by vehicle for sampling during the 2nd
Semi-Annual event?
ANSWER: There is a path to TW-6 but there are obstacles along the way - primarily fallen trees.
During the 2nd semi-annual event, samplers were able to drive an ATV to within approximately
50 feet of the well and walk the rest of the way. The well was still blocked and could not be sampled.
QUESTION: Page 13 (Invoicing paragraph) states that proposers shall invoice quarterly. The last addendum indicates that monthly methane monitoring will be required until 6 consecutive events demonstrate compliance. Will the successful proposer still be required to invoice on a quarterly basis for these monthly services?
ANSWER: No, the information on Page 13 was released prior to the Purchasing Office knowing that there was a need for monthly invoicing for the methane monitoring.
QUESTION: Will the County provide an electronic site map (in AutoCAD) and historical database files of groundwater data that can be used to complete the statistical analysis?
ANSWER: Yes, the information will be provided to selected vendor.
QUESTION: Can the prime use subcontractors for the well-field balancing and flare system operations on a time and materials basis as needed?
ANSWER: The contract will be between the awarded contractor and the County only. There will not be any additional line items within the contract with a subcontractor. Any contract between the company and a subcontractor can be set up as needed. However, the County is seeking a set cost and quantity as listed on the Price Proposal Form.
QUESTION: Regarding the landfill gas extraction system, has the it been installed and if not, what is the proposed installation date and what are the specifications of the system?
ANSWER: The soil vapor extraction system redesign is not complete at this time. The county expects the for-construction specifications and drawings before the end of the year. The construction services will be bid out and a schedule will be developed upon award of that contract.
