ADDENDUM #2

RFP Closing Date: December 5, 2024 at 10:30 a.m.

RFP Issue Date: October 21, 2024

RFP Addendum Issue Date: November 6, 2024

The following are amendments to the RFP #452-24 Methane Monitoring Services:

1. The following scope of work requirements will be included in the contract:

Detection Groundwater Monitoring is conducted during the first half of the year and

Assessment Groundwater Monitoring is conducted during the second half of the year. The sampling requirements for each event are tabulated on the attached pages. Note that select wells are tested for Monitored Natural Attenuation (MNA) Parameters, including Dissolved

Oxygen (a field test) and must be sampled using a low-flow methodology in accordance with

US EPA SESD PROC-301-R4 or later. Additionally, the report must evaluate the effectiveness of MNA at the facility.

Samples must be delivered to a NELAP-certified laboratory for chemical analyses. Laboratory results are to be analyzed using statistical methods that meet current EPD requirements.

Reporting must be in accordance with EPD requirements and must include, at a minimum, a potentiometric surface map signed by a qualified groundwater scientist, a description of sampling procedures, site history that may help reviewers understand the data better, EPD-required tables as well as more user-friendly tables designed to make review easier, a discussion of sample results and statistical analyses pointing out any detections/exceedances and any anomalies that may relate to detections, and conclusions and recommendations for changes that may be needed in future events.

Methane Monitoring is conducted on a monthly basis currently but will return to quarterly once

6 consecutive events show no exceedances in compliance monitoring points. In accordance with EPD regulations, monitoring is conducted between noon and 6 P.M.

2. The RFP requires that a firm must have operated an active landfill gas extraction system, including well field balancing and flare system operations, but not including surface emissions monitoring, for three landfills within the past five (5) years has been removed.

3. Due to the County’s need to have the methane monitoring services performed monthly, please utilize the attached Price Proposal Form.

4. All other dates, other specifications, terms and conditions remain the same as posted in the

RFP document.
