About this file
This is Addendum 3 to RFP 190000001842 issued by the Michigan Department of Corrections (MDOC) providing clarifications to bidder questions regarding product sourcing and delivery requirements. The RFP pertains to the procurement of materials, with bidders required to submit labeled samples with corresponding item numbers and pricing for each proposed item. The State prefers delivery within 30 calendar days from receipt of order, though bidders should propose timeframes for both initial and subsequent orders as part of their bid submission. MDOC will evaluate all proposed delivery times during the proposal evaluation process.
Regarding manufacturing origin, MDOC has no country of origin restrictions and will accept products manufactured domestically or internationally, or a combination thereof, based on best value determination for the State. Bidders proposing offshore-manufactured materials must supply documentation as specified in the RFP's Proposal Preparation instructions. The addendum indicates that while an initial pipeline stocking period of 90 days with subsequent deliveries at 7-10 days was questioned by a bidder, MDOC will evaluate all delivery time proposals as evaluation criteria rather than establishing a mandatory stocking requirement.
