About this file
This Addendum 3 document modifies the Invitation to Bid (ITB 25-07) issued by the Tampa Sports Authority for the design, engineering, fabrication, delivery, and installation of fourteen (14) sets of portable field staircases for Raymond James Stadium in Tampa, Florida. The staircases must feature four-wheeled bases with locking mechanisms, adjustable heights to accommodate varying step configurations, 48-inch-wide platforms and stairs, aluminum construction with clear anodized finish, and OSHA-compliant railings designed to provide access from the 100-level seats to the field during events. The mandatory pre-bid conference is scheduled for Wednesday, February 11, 2026, at 10:00 a.m. at Raymond James Stadium (Entrance B/C off Himes Avenue), with bids due on Wednesday, February 18, 2026, at 10:00 a.m. Bidders may submit proposals electronically via email to bids@tampasportsauthority.com or in person at the stadium. The contract will be awarded to the lowest responsive and responsible bidder, and the scope represents a one-time purchase with time of the essence.
The design must meet specific structural performance requirements including NFPA 102 design loads, 125 pounds per square foot live loads, and railing specifications per 2015 Aluminum Design Manual standards. Bidders must submit a bid bond or security of not less than 5 percent of the bid amount and provide three references for similar projects completed in the Southeastern United States within the last five years. The successful contractor must serve as the engineer of record and provide signed and sealed shop drawings for Authority approval prior to final completion. Bidders must comply with E-Verify employment eligibility verification, maintain workers' compensation and employers' liability insurance with Florida statutory limits, and carry commercial general liability insurance with minimum combined single limits of $1,000,000 per occurrence. The Tampa Sports Authority has designated preference in case of tied bids for organizations including those with drug-free workplace programs, service-disabled veterans, minority/small businesses registered with local programs, and businesses with principal places of business in Hillsborough County. All prices must be quoted on the Authority-provided bid form with costs stated as F.O.B. Tampa, Florida, excluding applicable federal, state, and local taxes. No incumbent vendors or existing infrastructure requiring integration have been identified in this procurement.
