APPERSON DRIVE BRIDGE REPLACEMENT OVER ROANOKE RIVER

DATE AND TIME BID DUE: OCTOBER 1, 2024 AT 3:00 P.M.

ADDENDUM # 3

This Addendum # 3, dated September 23, 2024, amends or supplements Invitation to Bid (ITB) # 2025-007 as indicated below:

I. Vendor Questions:

1. Can you please clarify the phasing and completion dates? Article 4.02 references Phases I through IV and Sheet C-4A references Phases 1 through 3.

Article 4.02 is referring to the overall project sequence of construction (Plan Sheets B-3 to B-6) and is what completion dates are based on. Sheet C-4A is only referring to the maintenance of traffic phases. Broadly speaking, overall phases 1 & 2 correspond to MOT phase 1 while overall phases 3 & 4 correspond to MOT phase 2 then MOT phase 3 is to remove TTC and install final signs/markings.

2. Can the bid opening date be delayed two weeks?

It will be delayed one week. The new date is October 1, 2024.

3. Please provide as-builts for the existing bridge.

See Addendum #1.

4. Please provide as-builts or expected depth of existing retaining wall that we tie into.

Existing plans and/or expected depth of the existing retaining wall is not available.

5. Can the existing light pole at Abut A near proposed drainage D1 be removed?

Yes, the City will remove and replace after construction.

6. Who is responsible for shielding the utility line on south side during phase 2 construction?

The respective utility owners will be responsible for blanketing and/or providing high-visibility markers on the overhead wires. There is no voltage on the overhead lines paralleling the bridge on the south side.

7. There is a sanitary sewer line shown that crosses proposed D1a - D1b, please confirm there is no conflict with sanitary line and proposed drainage or provide the depths of this existing 36" sanitary.

There is no anticipated conflict between the exist 36" sanitary pipe and the proposed 15" SD pipe (approximately 8" of separation). As-built plans were used to estimate the 36" pipe depth from S26 on sheet C-1A.

Additionally, there is no anticipated conflict between the exist 54" sanitary pipe and the proposed 15" SD pipe (approximately 2.4' of separation). For reference S13 is the next upstream manhole from S15, see invert data on sheet C-1A.

Contractor shall field verify depths of all crossing utilities prior to beginning construction activities.

8. Who will be responsible for replacing the asphalt greenway beneath the bridge from D1a to the entry point off of McVitty?

There shall be no additional compensation for the repair or restoration of the Greenway unless shown otherwise on the plans. See "Greenway Protection" Special Provision in the project manual.

9. Who covers, aligns, modifies traffic signals during MOT phasing and final condition?

The City will do this work in coordination with the Contractor.

10. Please provide the Army Corp Permit.

See Addendum #1.

11. Once work bridge / causeway / coffer is in place do time of year restrictions apply?

See Addendum #1.

12. If the required lane widths are established with adequate deflection available in Phase 2 MOT do you need to pin the MB10a to the new deck in Phase 2?

If the required lane width are established with adequate deflection available, then you do not need to pin the MB10a to the new deck. The engineer will need to verify that the mentioned conditions are met.

13. Can one splice be eliminated in proposed steel beam and have one solid beam from abutment to the other planned splice.

One splice may be eliminated if the Contractor can transport and place the longer beam section. Any necessary modifications to the steel beams shall be submitted to the engineer for review and approval.

14. Do there need to be dowels developed out of existing cap to act as splice?

Per the plans, bars and dowels shall be drilled into the existing concrete a minimum of 12" and set using a VDOT approved epoxy.

15. Is there a Pavement section for the Snare Family Pavement private lot?

The Snare Family Pavement lot is designated as a Type IV Commercial Entrance on plan sheet C-3. For the pavement section, see the Typical Sections "Private and Commercial Entrances" Type IV detail on sheet C-2B.

16. Does a licensed Engineer need to sign, stamp, approve the temporary traffic signal plans?

Yes, Bid Item 26 “NS Modify Signal at Apperson Drive and Electric Road” needs to be sealed and signed by a Professional Engineer. See IIM TE-362.2 “Sealing and Signing TE Plans and Documents by PE” for more information. Be advised that this overrides the response to Addendum #1 Item 10.

17. We are interested in bidding this project and wanted to know if there’s a way to access the ECS Geotechnical Engineering Report that’s referenced in the projects notes.

Yes, the report will be provided.

18. Provide details on level of depth and location of substructure repairs Bid Item 09.

This item is included in case this item is identified during construction by the engineer.

19. Is there lead paint / asbestos present on the existing structure?

This condition is not anticipated and no bid items are included to address any such situations. The Contractor shall immediately notify the City upon discovery of any such items during construction. Upon notification, the Contractor shall coordinate with the City for each instance encountered.

20. Please describe what work applies to Bid Item 108 - NS Remove Exist. Does this pertain to the 3ea bollards on the greenway entrance? Will these be replaced?

Bid Item 108 – NS Remove Exist. is to be used for removing the three existing bollards at the entrance to the greenway. These are not to be replaced.

21. What is the existing utility pipe / blow off valve protruding out of the ground near abutment A existing manhole?

The existing vault is an old pump station that is not in use. The protruding pipe is the vent. The Phase II utility work will cap the line going to the pump station. The pump station needs to be abandoned/demolished per General Note #27 on Sheet U-1 of the plans.

22. Please describe what work applies to Bid Item 40 - Concrete Class A3 Misc.

Bid Item 40 – Concrete Class A3 MIsc is intended for constructing endwalls D-2A, D-1B, and D-3.

23. Please clarify that the Owner accepts generator status of all known and unknown pre-existing hazardous material and will sign transportation manifests as such whether shown in the documents or not, to be removed under this contract.

This condition is not anticipated and no bid items are included to address any such situations. The Contractor shall immediately notify the City upon discovery of any such items during construction. Upon notification, the Contractor shall coordinate with the City for each instance encountered.

24. How is measurement and payment handled for removal / abandonment of existing storm, sewer and waterline.

The removal/abandonment of existing water and sewer facilities are part of the cost for the installation of water/sewer pay items per Section 520.06 of the VDOT Road and Bridge Specifications. No separate payment will be made for these items.

25. Will contractor be responsible for modifying existing storm inlet at the D3 inlet?

Intent is to keep existing storm inlet in place and construct D3 structure and riprap without modifying the existing stormwater inlet.

26. The Special Provisions include a provision for clearing and grubbing, the bid item schedule does not include this item, will this bid item be created?

This bid item will be added as a Lump Sum Item.

27. There are two existing drainage runs at Abutment B Northeast corner that will be in conflict with proposed retaining wall / abutment, what bid item should we include the removal / abandonment of these runs?

It is included the price of the proposed drainage pipe within the project limits.

28. Are we required to monitor existing 36" sewer during construction?

No monitoring is required, but the integrity of the 36” sewer must remain intact. The 36” sewer is not currently in service, but must be available for service in the future.

29. Per sheet B-2 mud slab quantities were calculated using certain elevations, per the boring logs the elevations of top of rock may differ from those listed, is the expectation to use the elevations listed to calculate the mud slab quantity OR to top of competent rock.

Use the elevations indicated on sheet B-2.

30. In relation to the existing gas line shown to be removed on B-3. 1) What are the limits of removal past the bridge abutments? 2) Has this line been purged? 3) Are there any 3rd party costs associated with utility?

The gas line has been decommissioned at least 50’ beyond the bridge on each side. The removal needs to only extend far enough to allow for the new work to be done. There should be no gas in the existing line. However, Roanoke Gas will come to the site prior to pipe removal and make sure there is no residual gas. The Contractor needs to contact Roanoke Gas to arrange for this service. There are no 3rd party costs for this work.

31. Will the City be responsible for communicating with the Snare Family Property to move the container within the temporary construction easement?

The City will reach out to the surrounding property owners to communicate construction needs.

32. Does the TTC Plan with corresponding item 26 “NS Modify Signal at Apperson Drive and Electric Road” need to be a stamped engineered design before submitting to the City?

Yes, Bid Item 26 “NS Modify Signal at Apperson Drive and Electric Road” needs to be sealed and signed by a Professional Engineer. See IIM TE-362.2 “Sealing and Signing TE Plans and Documents by PE” for more information. Be advised that this overrides the response to Addendum #1 Item 10.

33. Item 64 – Relocate Ex. 1 Post Ground Mount Sign Panel – 18.0 EA

a. Per VDOT Spec. 700.06 – this Unit will be paid for at the Contract each price for the sign panel type specified. This price shall include removing sign panel, furnishing new mounting hardware and brackets, and installing onto new structure.

b. However, there are no Sign Posts or Sign Foundations included in the pay items for the Relocate Ex. 1 Post Ground Mount Sign Panels – 18.0 EA.

c. How does the City plan to pay for the unit costs of the Sign Posts and Sign Foundations?

Correct, sign foundation pay items need to be added. Sign post quantity is currently provided “Sign Post STP- 1, 2 ½", 12 Gauge” with a quantity of 15 LF. However, this quantity will need to be adjusted, see response to Item 47 below.

34. Item 62 – Remove Existing 1 Post Sign Panel – 5.0 EA

a. Actually 7.0 EA shown on the Plans

Quantity will be adjusted. The remaining sign panels shown for removal will be incidental to “Remove existing 1 post sign structure” quantity, which includes removal of sign panels.

35. Item 63 – Remove Existing 1 Post Sign Structure – 2.0 EA

a. Actually 7.0 EA shown on the Plans

Quantity will be adjusted to show additional “Remove Existing 1 Post Sign Structure” quantity. This quantity should include removal of sign panels when applicable, see VDOT Spec 700.06.

36. Item 64 – Relocate Ex. 1 Post Grnd Mount Sgn Panel – 18.0 EA

a. How many Sign Posts LF wise needed for relocates? No Pay Items

b. Plans show 6.0 Structures are needed for the relocates? No Pay Items

Sign post quantity is provided “Sign Post STP-1, 2 ½", 12 Gauge” with a quantity of 15 LF. This quantity will need to be adjusted to include relocated signs.

Correct, pay items will be added and applicable quantities adjusted to include relocated signs.

37. Can you create a new/separate bid item for the mud slab concrete?

Yes, a separate pay item will be made.

38. If the mud slab concrete is greater than 5’ thick, will the engineer require the contractor to adhere to the mass concrete spec?

No, the Contractor will not need to adhere to the mass concrete spec.

39. How “clean” is the rock to be prior to placing the mud slab concrete?

The rock shall be free of loose rock pieces, pieces that can be moved by simple hand movement, and soil shall be removed.

40. Is the contractor just exposing the rock for spread footings or should the contractor expect rock excavation?

The expectation is that the contractor will be exposing the rock.

41. VDOT typically has a bid item for “Geocomposite Wall Drain”. Will the City add a bid item for this or should it be considered incidental to other bid items?

It should be considered incidental to the other bid items.

42. VDOT typically has a bid item for “Elastic Inclusion”. Will the City add a bid item for this or should it be considered incidental to other bid items?

It should be considered incidental to the other bid items.

43. Allegheny is requesting a copy of the 67 page ECS report as stated in Article 5, SC-5.03. Is this available?

Yes, the ECS report will be provided.

44. It appears there is a pole in the new work at south-west corner pedestrian railing with guy wires extending into planned abutment extension. Will that pole be relocated? Is there an estimated cost to relocate this pole? Will Salem set new utility poles are their cost if the contractor spots an appropriate location to allow needed crane movements?

The pole in question will remain. It is owned by Verizon (not Salem) and would be very expensive to move. The City and other utilities with facilities on that pole will coordinate with the Contractor to temporarily guy the pole to allow for the abutment work to be performed. The pole will then be permanently re-guyed similarly to the existing condition.

45. Does the City have agreement with utility providers if a pole is on Salem property to move at their own cost if construction of a City project conflicts with a utility?

No, there is no utility agreement in place. It is not anticipated that this pole will be relocated.

46. Telecommunication lines are directly under the planned river access limiting crane boom swing. Is there an estimate of time for how long all communication utilities would take to move? Will this time be exempt from contract completion time if utility movement causes delays?

The telecommunication lines and poles will remain in place. The crane set-up (and off-loading of beams) will need to account for these facilities remaining.

47. Does the City of Salem have a list of utilities and contact information for providers on the pole south of the bridge?

Question #44 is related to the pole at the SW corner of the bridge. See response above. The pole along McVitty Road south of the bridge is owned by the City and will be relocated by the City at the City’s expense. The City does not have a comprehensive list of utility providers on the pole.

48. Single streetlight at north-west side of bridge is fed with power. Will Salem remove that pole, light and overhead wires? Who would pay for that cost?

The City of Salem Electric Department will remove the light pole and overhead wires at the City’s expense.

49. The operations required to install the mud slab are unique. Can The City create a separate bid item for the mud slab concrete work? This may offer a better price to the City instead of combining with another bid item.

Yes, a separate pay item will be made.

50. We would like to get the current phasing and timing diagram for the traffic signal. This will play a crucial part in planning the TTC plan.

The Contractor shall coordinate with the City to obtain this after the contract is awarded.

51. Can you please provide guidelines or the proper forms for Article 8.01 as outlined below:

a. Article 8.01. B – List of Proposed Subcontractors – Please provide guidelines/form

b. Article 8.01. C – List of Proposed Suppliers. – Please provide guidelines/form
