About this file

This document is Addendum #1 for the White Water Park Streamside Improvements Request for Proposals (RFP #198.24) issued by Pitkin County, Colorado. The addendum addresses 47 specific questions from potential bidders regarding project details, clarifying technical specifications, bid submission requirements, and construction parameters. Key clarifications include submission of bids via Bidnet, confirmation of parking lot striping specifications (standard marking paint with thermoplastic handicap symbols), waterline sizes, foundation reuse, concrete and asphalt paving depths, and acceptable material substitutions like Basalt Rock Boulders for landscape elements.

The addendum provides critical guidance for bidders, including confirming that the bicycle parking pad should be 4" thick with exposed aggregate, the camera pole foundation can be reused, and crusher fines can be locally sourced with a specific stabilizing agent. Bidders are instructed to use the attached bid bond form, complete Exhibit C as the bid form, and submit one relocated ADA sign and one new Healthy Rivers sign. The document also clarifies that subcontractor lists can be submitted after the bid date during the interview process, and costs should be submitted only on the bid form. The addendum serves to standardize bidder understanding and provide consistent technical guidance for the White Water Park Streamside Improvements project.

Rev. 2022.6.21 CDD

RFP # 198.24

ADDENDUM # 1

Date: January 7, 2025

TO: All Parties of Interest for the WHITE WATER PARK STREAMSIDE

IMPROVEMENTS.

This addendum is issued in response to inquiries received and/or to clarify details regarding the White Water Park Streamside Improvements Request for Proposals.

The following responses and/or clarifications are hereby adopted as Project Documents and, where applicable, supersede or are in addition to any previously issued documentation or communication.

1. Question: A 5% bid bond is required but no bid form was provided, will a general bond form from our surety be acceptable?

• Response: A bid bond form is attached.

2. Question: An RFP was provided along with an Exhibit C IFB with bid items, is the

IFB to be provided alongside the RFP statement requirements?

• Response: Exhibit C is the bid form that must be completed and submitted with the bid.

3. Question: The IFB states the bid should be submitted to Lisa MacDonald in Aspen, CO the RFP states it is to be submitted via Bidnet, please where the documents are to be submitted.

• Response: The bids must be submitted via bidnet.

4. Question: Is the camera pole existing foundation to be reused? If not, please provide a foundation detail.

• Response: The camera pole existing foundation is intended to be reused.

5. Question: Please confirm the parking lot striping standard marking paint as opposed to epoxy. Please confirm if the handicap symbol is thermoplastic or paint.

• Response: Parking lot striping is standard marking paint. The handicap symbol needs to be milled in thermoplastic.

6. Question: There is conflicting information between the Civil and Irrigation

Drawings. Please clarify which takes precedence:

o The waterline is shown as ¾” on the civil drawings and 1-1/4” on the irrigation drawings

Response: The waterline is ¾ inch; civil plans take precedence.

o Do we follow detail W17 on sheet C16 for the meter pit/PRV/Backflow or the “zoom in bubble” shown on sheet IR-2.0 that will be inside the future building?

Response: The detail W17 shall be used for meter pit detail.

o Civil drawings show an enclosure required on the BFP? If the enclosure is required, is there an enclosure model or requirements?

• Response: The enclosure is a 48 inch precast concrete manhole with a traffic rated lid.

7. Question: In the bid documents, the plans call for HMA paving by the SF but upon review of the specifications and notes, there are no typical cross sections of the paving providing a depth. General Utility Note 3 states “REPLACE ALL

DISTURBED ASPHALT WITH 4” CDOT S MIX ASPHALT (2” BASE LIFT + 2”

TOP LIFT) ON 6” LIFT OF COMPACTED CLASS 6 ROAD BASE OVER NON-

EXPANSIVE SUB-BASE M”. On Sheet C16 drainage pipe detail, it calls out to match existing pavement, leveling course, and base. Can the county provide either information on paving depth requirements or a typical section of roadway construction?

• Response: Hot mix asphalt shall be paid for by the square foot in place with a 2-inch base course and 2 inch top lift on 6 inches of compacted class 6 roadbase.

8. Question: The bid tabulations show 3953 SQFT of asphalt removal and paving.

When reviewing the plans, the only callout found for removal of asphalt was the

2975 SQFT shown on C5 that is to be repaved. Can you please provide direction for where the other 978 SQFT of removal and paving is?

• Response: The correct area is 2975 SF. The bid form has been updated.

9. Question: Multiple locations within the plans call for compacted aggregate for backfill. Does the County have a specific specification for this material or is this to be assumed as native inorganic soil?

• Response: Native inorganic soil or class 6 roadbase or screened rock with fabric can be used as backfill.

10. Question: Sheet C16 shows 2 details with a 4” concrete sidewalk along with a thickened edge slab. It is assumed that this is representing exposed aggregate sidewalk. Note 3 indicates that the sidewalk shall be 6” for driveways or where shown and the thickened edge states “where required”. Reviewing cross sections on

L803, the sheet shows thickened edges on the sidewalk at the farmer stone beam walls. Is the total length of the exposed aggregate sidewalk intended to be 4” with thickened edges or is the thickened edge only required when next to the farmer beam stone wall?

• Response: The details for the concrete trail are shown on the Civil drawings sheet C 16. The sidewalks are thickened edges and the concrete is 4 inches thick exposed aggregate.

11. Question: The notice to bidders calls for a proposal to be submitted with the bid itself. The RFP’s proposal requests that a list of subcontractors be submitted along with a statement of qualifications for the subcontractors. As bids can come in at the last second, and change what anticipated subs may be used, this may not provide enough time to change the bid and create a new list with a new statement of qualifications if an elected sub is changed. Can the subcontractor list and qualifications be submitted after the bid date, or can the actual subcontractors used in construction be different than what is submitted at bid time?

• Response: The sub contractor list can be submitted after the bid at the time of the interview if needed.

12. Question: The notice to bidders in part C 3 calls for an estimated cost of services including reimbursable expenses to be submitted. Past A calls for a list of costs which assumed to be the bid schedule item numbers but also requests reimbursable expenses. Part B calls for submission of a list for standard fees and rates. Can the county speak to what exactly it is looking for in these two categories and provide examples?

• Response: Please submit the costs for the project on the bid form only.

13. Question: In the special provisions under traffic control plan-general, it states that during non-work periods, all work shall be adequately protected to ensure the safety of traffic. Excavation holes shall be protected at all times. Will the county allow for drums to be left between the travel lanes and work zone overnight delineating and protecting the public from the work zone?

• Response: Yes or jersey barriers.

14. Question: The contract calls for 1ea removal and rest of signs, reviewing sheet C6, there are 3 signs that are called out to be removed and relocated (HC parking, no parking, and the healthy river sign). Sheet C5 points to these same three signs in the parking area noting “remove and relocate sign (3)”. Is this what the 1ea remove and reset sign item is for?

• Response: There are two signs on the project. One relocated ADA sign and one new Healthy Rivers Sign. Bid items 23 and 30 are for each of these items.

15. Question: The contract calls for a 1ea sign to be installed for the project but reviewing the plans, there is not a callout for a specific sign to be installed. Sheet

L003 under misc elements shows that 2ea signs are part of a future scope. Can you confirm what this bid item is for and where it is supposed to be installed?

• Response: There are two signs on the project. One relocated ADA sign and one new Healthy Rivers Sign. Bid items 23 and 30 are for each of these items.

16. Question: Sheet L800 calls for a reinforced concrete pad under the wall. Please clarify the rebar size and layout.

• Response: The 6 inch leveling concrete pad does not need rebar or reinforcement. It can be pre-cast concrete pads available large enough to sit under farmer’s beam.

17. Question: What is the thickness of the new asphalt? Any base required underneath?

Are we required to T-top with the existing road?

• Response: See response to question 7. No T top is needed.

18. Question: Include wheel stops in the striping line item?

• Response: Yes.

19. Question: Please provide details for the “Healthy Rivers” sign.

• Response: This sign is not in contract.

20. Question: Electrical:

o Where is the conduit located that we tie into?

• Response: The conduit is located where the proposed bathroom is located and ends at the fire station next to the existing Transformer.

o Do we pull new wire all the way from the transformer? Location of transformer?

• Response: Yes, see answer above.

o Do we need to install a new meter and service? Right by the new controller?

• Response: Meter will be installed next to Transformer at Fire Station.

21. Question: Can we use fabric and ¾” screened rock behind the farmers beams stone wall similar to the boulder wall?

• Response: yes.

22. Question: Sheet L800 shows 12” of topsoil. The notes on sheet L002 call for 6”.

Please clarify topsoil depth.

• Response: 12 inches of topsoil.

23. Question: Is testing of the topsoil required per sheet L001? Or should we use Notes

1&2 on Sheet L002 for topsoil requirements? If testing is required, please clarify the requirements of the results.

• Response: Reference notes 1 & 2 on sheet L002 for topsoil requirements. No testing is required of topsoil.

24. Question: Is there a Geotech soils report for this project? Please send.

• Response: Yes, it is included as an attachment as part of this Addendum.

25. Question: Can you clarify what Striping needs to be included in Bid Line item #28

Striping? Lines for Parking Lot, Handicap Symbol, diagonal striping, wheel stops?

• Response: Parking lot lines, handicap symbol, diagonal striping and the wheel stops should be included in the striping line item.

26. Question: Can you clarify what traffic Markers are to be included in line item #28

Striping?

• Response: See answer to 25.

27. Question: Are Wheel Stops to be included and what line item should they be included in?

• Response: See answer to 25.

28. Question: Civil sheet C9 shows ¾” K Copper while IR2.0 shows 1-1/4” K Copper.

Which K Copper size is correct?

• Response: ¾” K copper is correct.

29. Question: Will Basalt Rock Boulders be acceptable for Landscape Boulders?

• Response: Yes, Basalt Rock Boulders are an acceptable substitute for West

Slope landscape boulders.

30. Question: Sheet L004 in Master Finish Schedule mentions Tree Root Barrier – Deep

Root UB 18-2. Is Deep Root – Tree Root Barrier to be used and if so where?

• Response: Yes, root barrier extents are indicated on L401 along the new pedestrian trail.

31. Question: Do the Boardwalk Pile Legs base plate just sit on top of the soil or is there to be a concrete pad foundation for each pile leg?

• Response: The boardwalk legs sit on bare soil. No foundation is required.

32. Question: The Bid form for exposed aggregate concrete shows 2420 SQFT. While the Landscape Plan L003 Detail on Civils call for 4” thick of concrete sidewalks. Is this 2420 SQFT just for the 4” inch thick exposed aggregate concrete sidewalk?

• Response: yes.

33. Question: The Landscape Plan L003 calls for Bicycle Parking Pad to be 6” thick. I don’t see a bid item for 6” thick concrete. Which item in the bid form do we put the

6” thick concrete bicycle pad?

• Response: The bicycle parking pad should be 4” thick and included in the concrete bid item #12.

34. Question: The Landscape Plan L800 detail 4/L800 calls for a 6” thick concrete pad below the Farmers Beam Retaining Walls. I don’t see a bid item in the bid form for

6” thick concrete. Which item on the bid form do we put the 6” thick concrete pad below the Farmers Beam Retaining Walls?

• Response: See response to 16. The cost of the concrete slabs is included with the Farmer’s Beam cost.

35. Question: The Landscape Plan L200 has a note pointing to the Farmers Beam Stone

Bench with a detail of 4/L800. This detail 4/L800 on sheet L800 is noted for

Retaining Wall – Farmers Beam. Do the Stone Benches require a 6” thick concrete pad below Stone Benches? And if yes, which bid item on the bid form do we put the

6” thick concrete pad below Stone Benches?

• Response: No, the stone benches do not require a concrete pad.

36. Question: RE: Split Rail Fence. The civils sheet C16 show 8’ to 10’ spacing between fence posts while the Landscape Plan L800 shows approx. 5’-0” spacing between Posts. Which fence post spacing is correct to bid?

• Response: Reference C16 for fence post spacing for bidding.

37. Question: Is there a Geotech report associated with the above advertised bid? Also are the loads required of the soil nail specified.

• Response: yes in addendum 2.

38. Question: In Exhibit F, page 12, V. Bid Item #22 Split Rail Fencing, under 2.

Specific inclusions or special considerations says to include “all overhead, labor, materials, equipment and other associated costs…..for boardwalk planting installation”. Is this boardwalk planting installation in the wrong bid item?

• Response: The split rail fence bid item is only for the split rail fence, the reference to the boardwalk planting is a mistake.

39. Question: Removal and resetting of signs on bid form shows 1 each. Sheet C5 shows to remove and relocate (3) signs. Will you change the bid form to 3 each or to a lump sum bid item?

• Response: The only sign to be relocated is the ADA sign. One sign.

40. Question: The specs show specific sizes for the farmers beams retaining wall stones

(18” tall x 18” wide) and for the stone benches (18” tall x 18” wide and 24” tall x

18” wide). This would require they be cut with a wire saw on one or two sides (see pictures 2-5) and are more expensive than raw random beams like picture #1. Note that wherever this material is sawn or cut, the core shows light grey. Is the owner anticipating seeing a cut stone to exact dimensions or are variable sizes of raw random farmers beam stones acceptable like picture #1? What are the architects intentions here?

• Response: No, the farmer's beam is meant to be natural, not cut. Ideally, a

+/- 2” variation of the dimensions is acceptable, assuming consistency along the stone block coursing and finish grade elevations are met per plan. The farmer's beam can be cut if the cut side is not visible.

41. Question: On the bid form it show 2420 SF for exposed aggregate concrete. On sheet L003 it shows 560 SF of concrete pad for bike parking and 1950 SF of

Concrete Walks which equals 2510 SF, Which quantity is correct to use , bid form

2420 SF or 2510 SF?

• Response: Use 2510 SF

42. Question: On sheet L003 it calls for the bicycle pad to be 6” inches thick with 6” inches of compacted aggregate base and sidewalk at 4” inches thick with 4” inches of compacted aggregate base. Should there be a bid item for the 6” inch thick concrete pad for bike racks and the 4” inch thick concrete sidewalks?

• Response: The bicycle parking pad should be 4” thick with a 4 " compacted aggregate base and included in concrete bid item #12.

43. Question: Is the 6” inch thick bike pad to be exposed concrete aggregate as well?

• Response: Yes.

44. Question: Bid item #25 – Concrete ADA Ramp with Detectable warning (takeoff quantity of +/- 80 SF) has a specific inclusion for construction of curb and gutter. I don’t see new curb and gutter on the plans. Please clarify what curb and gutter needs to be included in this bid line item #25.

• Response: The curb is shown in the detail to prevent wheel chairs from going off the backside of the ADA ramp.

45. Question: On erosion control plan sheet C7, one note shows to Install 5030 LF of straw wattles. Is this 5030 LF a misprint? Should it read 530 LF not 5030 LF?

• Response: Typo, should be 530 LF

46. Question: On sheet L804 detail 5 for crusher fines it calls for a specific supplier of

Stabilizersolutions.com for crusher fines. Do these crusher fines have to come from out of the valley or can a typical crusher fine material be supplied by a local aggregate pit like Elam, United or WSM?

• Response: The crusher fines can be supplied locally, but a stabilizing agent such as the one provided by stabilizersolutions.com must be utilized.

47. Question: Can the landscape boulders be Basalt rock boulders? Or do they have to be a specific match on existing material or color, like granite or limestone?

• Response: Yes, Basalt Rock Boulders are an acceptable substitute for West

Slope landscape boulders.
