About this file

The document is Addendum #3 to the State of Maryland Developmental Disabilities administration (DDA) Request for Proposals (RFP) for FORENSIC SERVICES RFP NUMBER OPASS-23-20904. This addendum revises two sections of the RFP. The first revision deletes and replaces the requirement that the Offeror must be certified by the Maryland Insurance Administration as a Licensed Psychologist or Registered Psychologist with the Maryland Board of Examiners of Psychologists. The second revision deletes and replaces the requirement for the Offeror to conduct pre-trial evaluations to determine 'Competency to Stand Trial,' 'Incompetent to Stand trial,' 'Criminal Responsibility,' and 'Dangerousness' to live in the community at large. All other terms and conditions of the RFP remain unchanged.

The state and local contract opportunity is for the Developmental Disabilities Administration Forensic Services, which requires the Contractor to conduct evaluations and testing of defendants in various locations to determine competency, criminal responsibility, and dangerousness as described in the Maryland Criminal Procedure Article. The contract also includes report writing, testifying in court, collecting/maintaining data, providing training, and participating in a peer review program.
