About this file

This document is an Addendum to Invitation for Bid (IFB) Number C5612135-D issued by the California Department of Corrections and Rehabilitation (CDCR) for Fire Suppression System Maintenance, Inspection, Repair, Testing, and Certification Services. The revised Attachment 1, Walk-Through Information and Schedule updates the walk-through dates and requirements for various CDCR institutions and facilities across the state. The mandatory walk-throughs have been scheduled between September 4-11, 2024, with changes made to the walk-through dates for Centinela State Prison and the California Reality Based Training Center. Additionally, attendance at the California Reality Based Training Center and North Coast Warehouse walk-throughs is now optional rather than mandatory.

The contract will compensate the selected Contractor based on the rates specified in Exhibit B-1, Rate Sheet, which is to include all labor, personnel, transportation, materials, supplies, tools, equipment, permits, licenses, taxes, fees, and shipping/freight charges. The services will be provided to multiple CDCR locations identified in Exhibit E, List of Participating Locations, which covers jurisdictions across Imperial, Kings, and Los Angeles counties, as well as the cities of Anaheim and Stockton.

Bid Number C5612135-D California Department of Corrections and Rehabilitation (CDCR) Attachment 1 Walk-Through Information and Schedule Addendum 3

FIRE SUPPRESSION SYSTEM SERVICES

A bidder walk-through will be conducted as scheduled at the institution/facility at the date and time indicated within this Attachment. Bidders NOT ATTENDING A MANDATORY WALK-THROUGH will NOT BE ABLE TO BID for that facility.

Bidders and/or their representative(s) attending a walk-through will be required to sign in as documentation of attendance.

Specific questions during the walk-through should be limited to the work site. Questions regarding the Scope of Work and/or Terms and Conditions of the pending Agreement should be directed to CDCR Contract Analyst identified within the IFB.

A Bidder Walk-Through Checklist has been included below to assist with completing the walk-through portion of the bid process. Bidders can prepare one checklist per planned attendance at each institution/facility as they complete the process.

Specific directions to each institution/facility can be found on the CDCR internet website at https://www.cdcr.ca.gov/facility-locator/. The contact for each location is included in the walk-through schedule.

Bidders’ Walk-Through Checklist

Institution/Facility:

Type of Walk Through: MANDATORY OPTIONAL Scheduled Walk-Through

Date: _________________________________ Time: _________________________________

Walk Through Coordinator Name: ________________________________ Phone: ________________ Fax: __________________ Alternate:

Name: ________________________________ Phone: ________________ Fax: ___________________

Notification to institution/facility Date: ___________________________ Time: ___________________________

Gate Clearance documents to institution/facility completed.

Bring bid documents to walk-through.

Map/directions to the institution/facility.

Request for Reasonable Accommodations to institution/facility.

The checklist does not relieve bidders of any of their responsibilities to complete any portion of the bid process, as it is only meant to assist.

The purpose of a walk-through is to allow bidders an opportunity to examine the work site before bidding in order to acquire a better knowledge of the area(s) and/or specific equipment affecting the work which may not be particularly described herein.

To secure gate clearance for admittance into any institution/facility, all bidders are required to contact the individual institution/facility on the schedule and provide the following information for the representative(s) that will be attending the walk-through:

Complete name;

Date of birth; and Valid driver's license or State DMV identification card number

After the institution/facility has completed the gate clearance process and bidders and their representative(s) are scheduled to attend a walk-through, they must bring a valid driver’s license or State DMV identification card in order to be admitted onto institution/facility grounds.

Clothing Restrictions: While on institution/facility grounds, bidders and their representative(s) shall be professionally and appropriately dressed in clothing distinct from that worn by inmates at the institution.

Specifically, blue denim pants and blue chambray shirts, orange/red/yellow/white/chartreuse jumpsuits and/or yellow rainwear shall not be worn onto institution grounds, as this is inmate attire. The bidder should contact the institution regarding clothing restrictions prior to requiring access to the institution/facility to ensure compliance.

Electronic Devices: Electronic and communication devices such as pagers, cell phones, cameras/micro-cameras, and/or sound recording devices are not permitted on institution/facility grounds and must be left in the bidder’s and/or their representative’s locked vehicle. None of these devices are allowed on institution/facility grounds.

Tobacco-Free Environment: Pursuant to Penal Code Section 5030.1, the use of tobacco products by any person on the grounds of any institution or facility under the jurisdiction of the Department of Corrections and Rehabilitation is prohibited.

COVID-19 Requirements

Visitors, vendors, volunteers, and/or staff are required to respond to any active preventative screening measures in place at each CDCR institution/facility to decrease the spread of COVID-19; therefore, be advised that you and/or your employees will be required to adhere to this requirement. Contact the institution/facility prior to the walk-through for additional details.
