About this file

This is Addendum No. 3 to an Oregon Department of Education (ODE) Request for Qualifications (RFQ) for the SMART (Statewide Modernization and Allocation Resource Technology) initiative, issued by the Department of Administrative Services Procurement Services (DAS SPS) on February 11, 2026. The addendum notifies proposers of Round 1 evaluation results and establishes the competitive range for Round 2, which consists of interviews and Best-and-Final Offer (BAFO) submissions. The top three proposers—NTT Data (989 points), Public Knowledge (958 points), and Guidehouse (942 points)—have been selected to advance to Round 2. These proposers must email the Single Point-of-Contact (SPC), Alex Adkins, by February 18, 2026, at 3:00 PM Pacific Time to rank their interview preferences among three available time slots: Monday, February 23rd at 3:00-4:00 PM, Thursday, February 26th at 2:00-3:00 PM, or Friday, February 27th at 1:00-2:00 PM Pacific Time. Each interview will be conducted virtually and scheduled for one hour. Following the completion of their interviews, each proposer must submit a revised price proposal (BAFO) no later than five business days after their interview concludes.

Round 2 interview scoring will consist of 100 points distributed across seven evaluation questions addressing project initiation processes, development approaches, critical success factors, testing capabilities, lessons learned, IQMS experience, and gap analysis. The interview scores will be added to each proposer's Round 1 score, and the BAFO pricing will replace the original price proposal scores in the final ranking calculation. The addendum indicates that Round 1 scoring was based on 1,125 available points from submittal requirements and price proposals, with four proposers eliminated from competition (Maximus with 859 points, Bluecrane with 849 points, Hittner with 842 points, and Berry Dunn with 709 points). Prospective proposers may submit written concerns or questions regarding Addendum 3 to the SPC via email only until February 18, 2026, at 3:00 PM Pacific Time.

ADDENDUM 3

February 11, 2026

PURPOSE

The purpose of this addendum is to notify the proposers who have submitted a proposal to this RFQ the outcome of the evaluation process for Round 1 - Competitive Range and to confirm next steps in the evaluation process. Round 2 – Interviews and Best-and-Final Offer (BAFO).

Round 2- Interviews will be scheduled with the Proposers ranked in the top three (3) Competitive Range and the Evaluation Committee. The scores from these interviews will be added to each Proposer’s existing Round 1 score calculation to determine updated total scores and rankings. Following the interviews, each Proposer within the Competitive Range must submit a Best-and-Final Offer (BAFO) no later than five (5) business days after the interview concludes. BAFO pricing will be rescored and will replace the Proposer’s original price score from Round 1 in the recalculation of total scores.

The addendum includes the following:

1. Competitive Range

2. Round 2 – Interview Questions and Request for Best-and-Final offer

1. Competitive Range:

Competitive Range Determination, If DAS SPS, in its sole discretion, determines that one or more additional rounds of competition is necessary, DAS SPS will select a Competitive Range to indicate the Proposers that will be invited to participate in a subsequent round.

2. Interview Process, Format, & Best-and-Final Offer (BAFO):

Following issuance of this Addendum, the top three (3) highest-ranked Proposers are required to email the SPC to schedule interviews. In the email, Proposers must rank their preference (first, second, and third choice) among the interview time slots listed in this Addendum. Interview time slots will be assigned on a first-come, first-served basis based on the date and time the email is received by the SPC. If a Proposer’s first-choice time slot is no longer available, the SPC will assign the next available time slot based on the Proposer’s ranked preferences and will confirm the scheduled time by email. Interviews will be conducted virtually. Each Proposer interview will be scheduled for one (1) hour. Interviews will occur on multiple days to accommodate scheduling availability.

Interview Time Slots to rank in Proposer’s email to SPC:
