Addendum No. 3 to SEPTA's Sealed Bid No. 26-00160-AKQC for the Construction of the Chinatown Station ADA Improvement Project - REBID, dated August 4, 2026, announces significant changes to the procurement schedule and project scope. The bid opening date has been extended from Friday, July 31, 2026 at 1:30 pm ET to Monday, August 24, 2026 at 10:00 am ET. Most notably, SEPTA has decided to close Chinatown Station entirely to passengers during construction, with trains bypassing the station while continuing to run on the line. The contract duration has been reduced from 1,004 calendar days (33.5 months) to 720 calendar days (24 months), with revised Section 6 and Section VIII.M of the contract document included in this addendum. New phasing plans and scope reduction drawings will be issued at a later date.
This addendum must be acknowledged by inserting its date on the Addenda Bid Form, as failure to do so may render a bidder's proposal non-responsive. All inquiries regarding this bid must be directed to Karen Cyphers, Sr. Contract Administrator in the Procurement & Supply Chain Management Department at kcyphers@septa.org. The project involves construction of ADA accessibility improvements at Chinatown Station located at 8th and Race Streets in Philadelphia, including two new accessible elevators within a new headhouse, structural repairs, waterproofing systems, accessible renovations to emergency egress headhouses, accessible doors and walls, street-level improvements, and civil work for plaza improvements and landscaping through multiple prime contracts (General, Mechanical, and Electrical Contractors).
