About this file
This is Addendum No. 3 to Request for Proposal 25-RFP-004-VW issued by the Florida Department of Commerce for Identity Management Software. The addendum, released on November 4, 2025, provides updated calendar of events for the procurement process. Technical questions from prospective respondents were due September 9, 2025, at 4:30 PM EST, with questions and answers posted to the Florida Vendor Information Portal on September 23, 2025. Proposals were due October 7, 2025, at 2:30 PM EST at the Caldwell Building in Tallahassee, Florida, with opening scheduled for 3:00 PM the same day. The anticipated evaluation of technical proposals was revised to November 4, 2025, with the notice of intent to award anticipated for November 18, 2025, and contract execution anticipated for December 26, 2025. The contract is expected to commence December 29, 2025, with an initial term through December 29, 2028 (36 months), and potential for a three-year renewal period.
The solution sought encompasses a comprehensive identity management software platform designed for fraud prevention, identity verification, Know Your Customer (KYC), and Anti-Money Laundering (AML) compliance capabilities that must integrate with the department's existing Salesforce grants management system. The evaluation will allocate 250 total points: 180 points for technical response, 20 points for past performance references, and 50 points for cost proposal using a pro-rata formula where the lowest responsive proposal receives maximum points. The annual subscription fee will cover ongoing product improvements, support services, API access, and performance monitoring. The procurement may be partially funded through federal funds, with the exact amount determined by Commerce's federally approved cost allocation plan. All prospective respondents are responsible for monitoring the Florida Vendor Information Portal at https://vendor.myfloridamarketplace.com/search/bids for solicitation updates and addenda.
