About this file
This is Addendum No. 3 to Request for Proposal 25-RFP-004-VW issued by the Florida Department of Commerce for Identity Management Software. The addendum, dated November 4, 2025, revises the Calendar of Events for the solicitation. The RFP was originally issued and published on August 25, 2025, with technical questions due by September 9, 2025, at 4:30 PM EST. Questions and Answers were anticipated to be posted by September 23, 2025. The proposal submission deadline is October 7, 2025, at 2:30 PM EST, with proposals to be opened at the same location on October 7, 2025, at 3:00 PM EST. Addendum No. 3 updates the timeline for technical proposal evaluation to November 4, 2025, the Notice of Intent to Award to November 18, 2025, and the anticipated contract execution to December 26, 2025. The Identity Management Software solution sought is intended to address fraud prevention, identity verification, Know Your Customer (KYC), and Anti-Money Laundering (AML) compliance, with integration required into the department's existing Salesforce grants management system.
The contract period is expected to commence December 29, 2025, and run for 36 months through December 29, 2028, with a potential three-year renewal option. The evaluation criteria allocate 250 total points, comprising 180 points for the Technical Response, 20 points for Past Performance References, and 50 points for the Cost Proposal, which will be scored using a pro-rata formula awarding maximum points to the lowest responsive proposal. No incumbent vendors are identified, and the solicitation does not specify set-aside designations for particular organization types. Funding may be partially derived from federal sources, with the exact allocation determined by Commerce's federally approved cost allocation plan. The annual subscription fee will encompass ongoing product improvements, support services, API access, and performance monitoring. Respondents must monitor the Florida Vendor Information Portal at https://vendor.myfloridamarketplace.com/search/bids for solicitation updates and any additional addenda.
