About this file
Addendum No. 3 for the City of Ashland's Water Treatment Plant - Offsite Facilities project modifies the original bid documents with several key clarifications. The addendum increases the Contingency Allowance from $100,000 to $200,000 and addresses six contractor questions regarding project details. Specifically, the temporary access to Horn Creek Road is confirmed to be for forestry/fire/emergency/city agencies only, with a minimum width of 10 feet or the turning radius of a Type 3 fire engine. The temporary access will be required throughout the entire construction duration, and the temporary work zone fencing will cut off public access from Horn Creek Road.
The addendum also streamlines the Qualifications Statement requirements, exempting contractors from providing information for specific sections (1.03, 1.04, 4.02, and 5.01). This suggests the city is simplifying the bidding process to encourage participation while maintaining essential information gathering. The document indicates the project involves careful planning around tree removal, with the City of Ashland taking the lead on obtaining necessary permits for any additional tree felling beyond the currently approved planning action. The addendum provides critical clarifications that will help potential bidders understand the project's scope, access requirements, and documentation expectations.
