About this file

Addendum No. 2 is a supplemental document for the City of Ashland's Water Treatment Plant - Offsite Facilities project, issued on June 2, 2025. The addendum provides clarifications and modifications to the original bid documents, including updates to the Bid Form, Agreement, and various specification sections. Key changes include a new bid item for rock excavation, clarification on milestone dates (with Milestone 1 for Culvert and In-Water Work set for September 30, 2025), and responses to 27 contractor questions covering topics such as electrical tie-ins, turbidity monitoring, handrail specifications, and staging areas.

The addendum introduces a $100,000 Contingency Allowance and provides detailed guidance on its use, emphasizing that only the Owner can authorize allowance expenditures. The document specifies that the Contractor must provide third-party material testing, quality control, and special inspections, which will be considered incidental to the bid items. Additional clarifications include requirements for temporary work zone fencing, trail head access, and specific technical details about project components such as conduit installation, cable handrail specifications, and utility connections. The addendum does not fundamentally alter the project's scope but provides critical refinements to ensure clarity and precision in the bidding and execution process.

City may allow the future WTP site location and parking lot next to the Granite Street Reservoir as area for Contractor staging. Contractor to coordinate with City to confirm.

13. Will turbidity monitoring be required?

Yes, see Specification Section 35 10 00 and State of Oregon Standard Specification 00290.30(a)(8)

15. Please clarify if the contractor is not required to provide any material testing, quality control, or inspections for the project?

Contractor shall provide services of a third party to complete all material testing, quality assurance/quality control and special inspections required for the project. This work shall be considered incidental to the various bid items to which it pertains.

16. Are there any temporary work zone fencing requirements to keep the public out of the work zone?

Yes. Fencing will be required to isolate Granite Street from the work zone.

This will be considered incidental to the project.

Correct. Asphalt will only be required for trench repair and no other asphalt paving is included in the project.

21. Does the contractor need to provide any project signage or photographic documentations as detailed in section 01 30 00?

Yes. Project signs shall be provided as specified in Specification Section 01 30 00 Item 1.4. Photographic documentation shall be provided as specified in Specification Section 01 30 00 Item 1.6

22. Plan sheet 001C205 note 15 references detail E (001C100) for details regarding a

Rip Rap channel, however that detail is not on that sheet or elsewhere in the project plans. Can you please provide that detail?

See Detail E below.

23. For the electrical and fiber conduit, would directional drilling be an acceptable method of installation in some or all areas?

Installation of electrical and fiber conduit shall be per the requirements included in Spec Section 31 23 33. See Item 3.2.D for reference.

24. For the handrail, is 2” pipe for the railing or 1.5” required?

The minimum nominal diameter is 1.5”, the maximum nominal diameter is 2”.

Size, spacing, etc. within these limits is determined according to the loading and geometric requirements of the building code as illustrated in the calculations to be submitted per the specifications.

25. For the handrail, the posts are called out to be sch. 80 of the same size as above.

The OD will be slightly larger than the top rail and mid rail. Does that matter?

Outside diameter would remain constant between Sch. 40 and Sch. 80 of the same nominal pipe size. If different nominal pipe sizes are used for handrail and posts, connection details and design should be considered in the shop drawings and calculations submittals per the specifications.

26. For the handrail, can you confirm that the railing drawings on C104 and C105 are drawn to scale of 1” =10’? When scaled roughly 68’ total for both sides. But the drawings show a post spacing of 3’ and when added up with the post spacing it’s more like 90 feet total.

The contract plans are drawn to scale but are not intended to reflect the final configuration of the handrail. The minimum length of handrail is determined by the locations along the walls where the exposed wall height is a maximum of 4ft. The 3ft post spacing shown on Sheet 000C105 is a maximum and post placement should consider exposed wall height, clearance to wall joints, and angles in the wall alignment. These considerations should be reflected in the shop drawings per the specifications.

27. For the base plate thickness, would 1/4" be acceptable?

Specifications require a minimum of 3/8”x6”x6” plate for mounting to concrete but must be designed to resist building code design loads and accommodate the designed anchorage system.
