About this file

This is Addendum #3 to a Request for Quote (CRFQ 0310 DNR2500000010) issued by the West Virginia Department of Administration Purchasing Division on behalf of the West Virginia Division of Natural Resources for parkwide Wi-Fi distribution at Watoga State Park. The project involves establishing a contract for one gig broadband circuit internet service with sufficient speed and bandwidth throughout the park, including coverage inside cabins and designated structures. The bid closing date has been extended to March 18, 2025 at 1:30 PM ET. The project requires completion within 180 days, though extensions may be negotiated for inclement weather through contract change orders.

The technical requirements specify a minimum of 100Mbps must be available at any given point in the network, focusing on areas where the public will be stationary such as fixed structures, campsite areas, boating and recreational facilities, and outdoor gathering spaces. Continuous mobile coverage along transportation corridors is not required. Short runs of trenched power cable are permitted for powering WAPs and PTP hardware, while overhead wiring is to be limited. The state will provide a router with copper gbic handout (or fiber upon request) between the ISP drop and the network. The contract includes provisions for both remote and on-site troubleshooting support, with the vendor expected to maintain line of sight for wireless links in coordination with park maintenance staff.

RFI: Vendor Questions for CRFQ DNR 25*09 Watoga State Park Broadband Distribution

Q.1. At the prebid meeting we discussed how tight the timelines are for both questions and especially the final submission date. The State likely needs at least two weeks to answer all the questions, and the vendors need at least two weeks to develop the response. Bid bonds also take up to two weeks, this is an industry limitation that we cannot control. So we ask that extensions are granted according. Another questions submission date would also be very helpful so that we can have two rounds of questions.

A. The project schedule will be revised as necessary by addendum to provide the necessary flexibility to submission schedules.

Q.2. Ex. B, 1.2.1.1.2 - Will the State have any additional hardware between the ISP drop and the network? Trying to account for the number of NAT's that will happen.

A. Yes the state will have a router with copper gbic handout, this could be fiber as well on request.

Q.3. Ex. B, 1.2.1.5 - Does this indicate that at no point we can trench any cabling? What if it is discovered there is a need for additional power at some locations?

A. Section 1.2.1.5 states “Internet service must be distributed and terminated over wireless mesh network-based and hardwired workstations to facilities from the

Watoga State Park Headquarters.”. This refers to service as opposed to power.

The intent of the project is to allow short runs of trenched power cable to the nearest power access for powering WAPs and PTP hardware. The idea is to limit any runs of OH wire for either service or power as this moves into the realm of creating hardscape park infrastructure which requires significantly more oversight and approval effort.

Q.4. Ex. B, 1.2.1.7 - Who determines if onsite troubleshooting is required? Can the vendor reserve the right to refuse onsite troubleshooting until a point in time that it is determined onsite work is warranted? (I don't want to commit to a truck roll if the internet link is down but a park ranger can't get to the internet and blames the Wi-Fi.)

A. Troubleshooting would ideally begin as an off site consultation where Parks

Administration would work quickly with responsive vendor customer support to determine if the issue requires on site repairs by the vendor’s field representatives in order to return to normal performance. The WVDNR has every expectation that we are soliciting expert service and intend to rely on the guidance of these experts as we proceed with the day to day management and operation of the communication system we are purchasing.

Q.5. Ex. B, 1.2.1.8 - Clarification - is this 100 Mbps to each area, which is then available to be used by any wireless client in that area?

A. Yes min of 100mb is requested and should be available at any given point if the network.

Q.6. Can vendors separate out the required areas of coverage into two coverage areas -stationary and mobile? Can the mobile areas (areas of roadways without fixed structures) have a different SLA than the areas that contain fixed structures?

A. The idea of the broadband distribution project is to serve areas of the park where the public will be stationary, so for the most part we are talking about areas with fixed structures and campsite areas. We also want to provide service in areas where public gatherings are expected such as boating and recreational facilities and performance and outdoor gathering spaces. Continuous mobile coverage along transportation corridors is not the intent.

Q.7. In the areas with only roadways, is hiking (foot traffic) allowed along the roads, or is that vehicular traffic only?

A. Yes foot traffic is permitted in all areas of the park.

Q.8. If during the design process it becomes apparent that delivering Wi-Fi service in the longer stretches of roadway becomes cost prohibitive due to power requirements, can the vendor advise to remove certain stretches of roadway from the required areas?

A. Potential if solar or other means are not available or it does not hinder the delivery of services in needed areas mentioned .

Q.9. With an all wireless deployment, maintaining Line of Sight over time will be critical. Is there any mechanism for vendors to request removal of foliage to maintain these wireless links?

A. WVDNR Park Maintenance staff regularly maintain utility and access rights of way as necessary for continued service to our guests. Line of sight maintenance needs should be communicated to the WVDNR as a part of ARFQ Section 10.4 - Project Closeout.

Q.10. Will there be any extension on the completion date (180 days, bottom of pg. 10, section

3) in the case of inclement weather? Installing outdoor wireless is at the mercy of the weather.

This especially comes into play with section 11 on pg. 14.

A. Any necessary extension of contract time as a result of inclement weather will be negotiated as a contract change order on a case by case basis. This is typical for all

WVDNR field construction by contract.

Q.11. If we determine that some areas cannot be reached will the agency consider accepting what we can reach?

A. A vendor’s bid will be considered the contract price for the coverage as specified by the maps and specifications.

Q.12. Is Wi-Fi coverage expected inside buildings such as cabin and admin building. If so, can customer provide floor plans.

A. Wi-Fi coverage is expected inside cabins and other structures as designated by the coverage maps and specifications.
