About this file
Addendum No. 3 for RFQ 24-5000 is a document issued by the Town of Westborough, Massachusetts, detailing key information for the OPM Services for the Regional Emergency Communication Center (RECC) project. The addendum provides responses to 11 specific questions about the project, including details about staffing, building renovation, funding, and project scope. The project involves renovating a building to serve as a new emergency communication center, with an initial staffing plan of 4-5 people per shift and potential expansion capability for additional communities.
The project is funded through a state grant, with $4.7 million already awarded and an additional $8 million expected in the near future. A study by the Collins Center for the State 911 Awarding Authority has been completed, and a radio study has been conducted, with Westborough Tower designated for the new call center. The project has no fixed MBE/WBE requirements but encourages participation from minority and women-owned businesses. Preferred vendors include Motorola through Cyber Comm, and Green Mountain for tower studies. The design will be prepared to accommodate potential future expansion of communities and staff, with a building committee likely to be convened soon.

Ans: We have been awarded a Grant for $4.7million dollars and an additional $8 million will be granted in the near future.

Ans: Yes, the Collins center did a study on this building for the State 911 Awarding Authority.

Q6. Any preferred vendor list for the project?
Ans: Motorola through Cyber Comm. We use Green Mountain for Tower Studies

Ans: No fixed percentage requirements but we do encourage the use MBE/WBE companies to bid on the work or be utilized for sub-contracting work.

Ans: No other locations will be considered for this project at this point.

Q11. Is there a Building Committee for this project?
