About this file
Addendum No. 2 for RFQ 24-5000 is a document issued by the Westborough Fire Department and Procurement Office for Owner's Project Manager (OPM) Services related to the Regional Emergency Communication Center (RECC) project. The addendum addresses two key questions from potential bidders: first, confirming that no established program for renovations currently exists, and second, clarifying that the selected OPM will be barred from bidding on the subsequent design contract for the project. The document is dated 2/15/2024 and provides clarification on the scope and procurement process for the OPM services.
The addendum indicates that the project is in an early planning stage, with no comprehensive program document detailing space allocations, power needs, telecommunications requirements, redundancy, or security specifications. The procurement approach includes a two-step process: first selecting an OPM, and subsequently issuing a separate design service Request for Proposal (RFP). The explicit prohibition on the OPM bidding on the design contract suggests a strategy to maintain procurement integrity and prevent potential conflicts of interest in the project's development.

Addendum No. 2
RFQ 24-5000
OPM Services for RECC 2/15/2024
Q1. By program I mean a written narrative or spreadsheet with space allocations for each requirement by area, as well as power needs, fiber/telcom needs, redundancy, security, etc. Typically that is the first step to defining what the real needs are before a design can start. This also helps to align scope with the budget.
Ans: We do not have an established program for the renovations yet.
Q2. We are an Architectural and Engineering firm, and have done owner’s construction management in the past on many projects, including E911 centers.
If a firm was successful in being awarded this project-would they be excluded for the design service RFP (which I am assuming would follow)?
Ans: Yes the selected OPM will be barred from bidding on the Design contract for this project.
