About this file
This document is an Addendum 3 to Invitation to Bid (ITB) 230007C001 for the Owen Summers Readiness Center Seismic Upgrades project issued by the Oregon Military Department, Joint Force Headquarters, Oregon National Guard Installations Division. The project consists of interior and exterior seismic upgrades including the addition of concrete shear walls and footings, steel bracing, concrete footing expansions and micropiles, as well as deconstruction and reconstruction of walls and staircases, and relocation of interior doors and walls. The addendum addresses changes, clarifications, and responses to requests for information, including approval of a substitution request, details on drawing availability, confirmation that the facility will be unoccupied during construction, and requirements regarding bonds, insurance, and contract execution.
The ITB specifies that the contract must be in place before October 1, 2024. Electronic copies of the awarded bidder's performance and payment bonds must be received within three days of the intent to award, and certificates of insurance must be received within 14 days. The original bond forms and certificates of insurance are required prior to the issuance of the notice to proceed. The addendum also includes information on the hazardous materials report that has been added to the technical specifications.

SUBJECT: Addendum 3 to ITB 230007C001 Owen Summers Readiness Center Seismic Upgrades
TO ALL PROSPECTIVE BIDDERS AND ALL OTHERS CONCERNED
1. The changes, clarifications, omissions, additions, and alterations in, on, and to the solicitation information and specifications shall apply to the bids submitted for and to the project indicated above. Except as modified by this
Addendum, all of the terms and provisions of the Invitation to Bid (“ITB”) for the above listed project remain in full force and effect. This Addendum Number 3 supersedes all previous instructions pertaining to the items listed:
CHANGES TO ITB
2. Changes to ITB: The following changes are made to the ITB. (Where applicable, additions are indicated with bold and underlined and deletions are indicated by strikethrough).
a. Substitution Requests
1. Please see attached Request for Substitution and Submittal Pack for our AQUASEAL 5000 to be approved for Div 07, Cold Fluid-Applied Waterproofing. We have Factory Qualified Installers who bid competitively in waterproofing/ polyurethane traffic coating installations who would like to participate in the competition for this project. Please approve AQUASEAL 5000 for Div 07 14 16, Cold Fluid-Applied Waterproofing.
RESPONSE: Substitution requests will only be accepted from Bidders who attended the Mandatory
PreBid Conference as detailed in the ITB.
b. Responses to Requests for Information. The following file provides responses to questions received during the open RFI period and has been uploaded to OregonBuys under the opportunity
1. Will you be releasing electrical drawings for this project or is it design build?
RESPONSE: All available drawings have been posted on OregonBuys under the Opportunity.
2. I was not able to find a copy of the asbestos surveying report. Can you point me the right direction on where I can find a copy of it?
RESPONSE: Uploaded with this Addendum
3. Is it possible to get copies of the as built drawings to better understand the existing systems (MEPFs)?
We just want to make sure we understand the placement of the concrete shear walls in the building and how this may impact the existing systems.
RESPONSE: All available drawings including “as built” have been uploaded to OregonBuys
4. The first set of drawings included a phasing plan, would this be changing or is the phasing plan final?
ITB 230015C001 Addendum 1 Page 2 of 3
RESPONSE: There is no phasing plan.
5. A lot of the spaces we visited yesterday were emptied, but other areas were not. Is the building going to be partially occupied during construction or fully emptied? If the building will be partially occupied, would it be possible to get a plan showing what areas would be occupied?
RESPONSE: OMD is currently planning on the building being unoccupied during the entire construction period. Contractors can assume facility will be unoccupied during construction unless notified otherwise.
6. Will any portion of the building be occupied during construction?
7. The specified bracket to be used at the top of the micropiles where they connect with footings appears to be modified and not an off-the-shelf product. It appears the engineer wants some ½” plate welded to the top of the bracket that wraps over the top of the footing. In order to make sure these fit correctly, notes say to verify footing dimensions prior to fabrication which is impossible to do for bidding purposes. Please advise.
RESPONSE: The geometry of the existing footing is based on the record drawings, but field verification will be required to address the as-built conditions
8. The bracket specified has a Polyethylene coating (corrosion protection). Other manufacturers with comparable brackets offer Hot Dip Galvanizing for corrosion protection. However, if the footing dimensions have to be field verified prior to fabrication and then treated with corrosion protection, this could cause significant delays mid-project. Please advise.
RESPONSE: Corrosion resistance is a necessary requirement for these brackets. If it is preferable to
OMD, custom brackets could be used in lieu of the mix as specified in the plans to avoid scheduling delays. Per OMD Custom brackets are allowable providing they meet the corrosion resistance requirement.
9. What is the style of door 114 (the fiberglass door)?
RESPONSE: Refer to the Addendum 1 document: 224019 OMD Seismic Upgrade Bid_ Drawings
080924 (2).pdf, sheet A701. Door 114 is door type EX-1 and the door material is HMD-
S
10. What Species veneer on the flush doors?
RESPONSE: The species veneer is white oak plain sliced.
11. On the hardware, do you want grade 1 or grade 2 lock?
RESPONSE: All locks are grade 1. ( All locks must be able to accept MEDCO lock cylinders, Contractor to work with Oregon Lock on keying and hardware requirements)
12. There are hydronic lines which conflict with the new concrete walls. These lines will need to be cut in order to install the new walls. This will require shutting down the entire heating and cooling systems.
Can these systems be shut down for the duration of the project?
RESPONSE: OMD preference is not to cut the hydronic lines or shut down any of the heating and cooling systems. As an alternate to the detail 6/S500, it is possible to use a 2-piece clamp as a sleeve to allow the lines to be cast into the wall, but not cast the actual lines into the wall. It does mean that the contractor would need to work around that line as they are placing the bar, forms and concrete, but it's a solution to avoid cutting the lines.
13. Please confirm the building will be unoccupied during construction.

14. During the pre-bid meeting, you mentioned the contract must be in place before 10/1/2024. Do P&P bonds, liability insurance and builder’s risk insurance need to be in place to have a fully executed contract?
RESPONSE: Electronic Copies of the Awarded Bidders Performance and Payment bonds must be received within three (3) days of the Intent to Award. COI for insurance must be received within fourteen (14). OMD must have the original Bond Forms and COI prior to the issuance of the NTP.
15. For the soft costs that are required to be covered by the builder’s risk insurance, can you please provide the limits we need to carry?
RESPONSE: Insurance Requirements are listed in the ITB Exhibit 9 SGC-22
