Summary of RFB #26-0224 Addendum 2 and Updated Specifications Compliance Checklist
This document constitutes Addendum 2 and an updated specifications compliance checklist issued by New Hanover County Finance Department Purchasing Division for RFB #26-0224 requesting a full cabin vessel for law enforcement and rescue use. The solicitation seeks a 31-foot aluminum mono-hull collared vessel with a 10-foot beam equipped with twin 450 HP Yamaha outboards. The vessel must include a fully enclosed aluminum cabin with walk-through design, front cuddy cabin with storage, and four Shockwave shock-mitigating seats inside the cabin. Additional requirements encompass extensive navigation and communication equipment including Garmin chartplotters, radar, VHF radio, and FLIR thermal imaging camera; law enforcement lighting and alert systems; a Westerbeke 3.5 kW generator; and a 16k BTU in-cabin air-conditioner. The bid must include one full day of training for up to four County representatives at the manufacturer's location covering travel, lodging, and meals, with delivery required within 365 days of project start. Addendum 2 clarifies multiple specification conflicts identified by prospective bidders, including confirmation that the vessel is a full cabin vessel with cuddy design, clarification of seating configurations, removal of diesel heater requirements, deletion of center-console-specific features, and confirmation that equal or better substitutions are acceptable for brand-named collar systems.
The specifications compliance checklist provided requires bidders to demonstrate that the proposed vessel meets or exceeds stated requirements across hull specifications, cabin features, rigging systems, navigation equipment, electrical systems, lighting, safety equipment, and warranty provisions. The County requires bidders to currently have a minimum of three 31-foot full cabin hulls in use by other U.S. agencies, with contact information provided. The solicitation includes a 15-year limited hull warranty and 5-year limited collar warranty. No pricing information, set-asides, incumbent contractor details, or funding source specifications are disclosed in these addendum documents; however, the bidder must include all warranty documentation with bid submission and comply with all federal, state, and industry standards and regulations.

NEW HANOVER COUNTY
FINANCE DEPARTMENT PURCHASING DIVISION
ADDENDUM 2
From: Lena Butler, Purchasing Supervisor To: All Bidders Project: RFB # 26-0224 RFB Full Cabin Vessel Date: Thursday, November 13, 2025
This Addendum is related to the County’s Request for Bids “RFB # 26-0224 Full Cabin Vessel” and is hereby made a part of said Request for Proposals to the same extent as though it were originally therein.
1. Page 25 of 65 has two specifications that seem to be in conflict with a full cabin vessel. “48" Wide Center Console with Aluminum Hardtop Off Three- Piece Windshield” and “Canvas Enclosure.” Can you confirm that the vessel being sought is a full cabin vessel with a cuddy?
A full cabin vessel is being sought. See revised Specification sheet showing deleted items.
2. Related to my first question, Page 29 calls out a cushioned bench seat with backrest forward of the console. If a full cabin with cuddy vessel is desired, this creates a conflict. Should this be deleted if full cabin is confirmed?
Yes, this should be deleted. See revised Specification Checklist.
3. Page 25 of 65 also states rear locker bench seats, however, Page 26 states that Shockwave (or compatible) seats mounted on storage boxes shall be included. Can you confirm that the vessel must have shock mitigating seats and not bench seats in the aft of the cabin?
Pg 25, “Rear Locker Bench Seats with Cushions; Bench seats to have lift-up points/handles. Generator to be on main deck, under one of Rear Bench seats.” This bench seat is for the aft outside portion of the vessel, underneath the rear tow bollard.
Pg. 26 “Add 3rd and 4th Shockwave seats (or compatible) mounted on storage boxes; located behind Operator and Navigator seats” Yes, the vessel must have 4 shockwave seats (or compatible) inside the cabin.
4. Page 27 of the specification calls for a 110v Dial-A-Watt heater and Page 29 calls for a diesel heater. Are both desired?
No, this vessel will not have any diesel systems. See revised Specification sheet showing deleted items. “Webasto AT2000 Diesel Heater with Diesel Fuel Tank - for T-Top” has been removed.
5. Page 29 calls for the inclusion of a leaning bolster with weapons storage and rear hardtop stanchions. These are descriptive of a center console vessel, not a cabin vessel.
A full cabin vessel is being sought. See revised Specification sheet showing deleted items. “Leaning Bolster for sitting or standing while in operation”, “Tall Weapons Locker with shelves and locks/ Storage Bolster w/ hardtop stanchions” has been removed.
6. Page 30 states that the generator shall be installed on the main deck under the rear cushioned bench seat. This creates a conflict with the different space requirements if the Shockwave solution for aft cabin seating is confirmed.
Rear cushion back seat is referring to the aft outside portion of the vessel, below the rear tow bollard. The shockwave seats will be inside of the cabin.
Generator will be outside of the cabin, under the rear bench seat.
7. Page 31 calls for a requirement to provide one full day of training at the manufacturer’s location. Is it the intent of this solicitation to have the awarded manufacturer provide for travel and lodging expenses as well? How many personnel will be required to received training?
Yes, bidder should include pricing to cover the cost for travel expenses, lodging and meals for up to four (4) County representatives.
8. Bottom paint called out for the wrong hull size Under Hull Features: “Bottom Paint… for 25' x 8'-6" Beam Hull.” The vessel spec is 31' hull, 10' beam.
See revised Specification sheet showing deleted items. This item has been removed.
9. Mercury 1st Mate system vs. Yamaha outboards Spec demands Twin 450 HP Yamaha outboards but also “Add Mercury 1st Mate Marine Safety and Security System.” That system is Mercury-ecosystem specific and conflicts with Yamaha rigging. Will Mercury outboards be deemed acceptable, or should we provide a functionally equivalent solution compatible with Yamaha (or confirm an alternate brand-agnostic MOB/engine-kill system)?
See revised Specification sheet showing deleted items. This item has been removed.
10. Drop-bow door + integrated anchor. A drop bow door and the anchor integrated below the drop-down bow door alongside a walk-through to open bow. It’s feasible, but tight; worth confirming geometry and access expectations so the anchor gear doesn’t impede the bow-door operation.
Please confirm required clearances for anchor gear with the drop-bow door and cuddy walk-through.
Anchor shall be integrated into the hull, below the dropdown bow door.
Access to anchor gear is required.
11. Collar “no other options will be accepted” vs. substitution language. The collar section says no other options will be accepted, but the RFB front-matter allows equal or better substitutions for brand-named items. This could hamstring value-engineered alternatives or your standard collar approach. Please confirm that “equal or better” equivalents are acceptable for the collar system, consistent with the RFB.
“Collar to meet waterline for stability and added floatation (no other options will be accepted)” Equal or better will be accepted.
12. On page 7 of Addendum 1, the revised specification stated the “Tensioning Air Bladder Inside Foam and not Against Side Sheet” does not pertain to the RFB. This should not have been deleted. Please refer to the attached Updated Revised Specifications Compliance Checklist
