Addendum No. 2 to Request for Proposal – Long Beach Utilities Third Party Call Center Service
This is Addendum No. 2 to a Request for Proposal issued by Long Beach Water (Long Beach Utilities) for third-party call center services. The vendor is required to establish a centralized call center facility (not work-from-home) to handle inbound and outbound customer calls for water, gas, sewer, and refuse billing inquiries. The two primary call queues are payment arrangements and high bills, with current average wait times of approximately 7 minutes 59 seconds and 7 minutes 51 seconds respectively as of January 15, 2023. The scope requires supporting 5-10 full-time operators handling both English and Spanish language calls (approximately 10% Spanish, 90% English), with a minimum staffing requirement of 11 full-time agents and 2 lead-level agents currently performing this work in-house. The proposal due date is Monday, January 23, 2023 at 12:00 p.m., with an anticipated award date in early February 2023 and a contract start date of late March 2023 following a 2-3 week training period. There are approximately 13,000 households currently in arrears. Peak call volumes occur on Mondays, the 1st and 15th of each month, after holidays, and seasonally (summer water inquiries, winter gas inquiries). The vendor must provide its own hardware and propose integration methodology with Long Beach Utilities' existing Oracle CC&B v2.7 and Cisco telecommunications systems.
Long Beach Utilities has not provided a projected budget, incumbent cost proposals, or previous spending data as this is a new service with no incumbent provider. Vendors are free to submit alternative fee structures (fixed price, hourly, or other methodologies) and must provide detailed cost proposals responsive to the scope of work. Training time may be invoiced separately or absorbed by the vendor. The vendor must maintain quality assurance standards including 2-3 call reviews per week per agent, documented assessments on monitoring forms, immediate correction reviews, and quarterly performance evaluations. All inbound calls must be recorded and maintained for the contract duration; outbound call disposition records (customer name, date, time, nature, result) must also be logged. Reports should be provided on a weekly basis with daily reports available upon request, focusing on payments, payment plans, assistance programs, and successful call resolutions. Service level agreements and answer rates are measured daily. Prevailing wage is not required. The vendor must complete minimal information security training, and subcontractor employees must meet the same computer and security policy requirements as regular employees. Minority/Women Business Enterprise (MBE/WBE) status receives preferential consideration.
