About this file

Summary

This file is a series of addenda and supporting documents for the Newport Performing Arts Center Remodel project issued by the City of Newport, Oregon. The project involves remodeling work at the Newport Performing Arts Center and includes architectural casework, HVAC equipment, lighting controls, fire detection and alarm systems, and electrical upgrades. Addendum 2, dated August 11, 2023, extended the bid submission deadline to Friday, August 18, 2023, at 2:00 pm and addressed multiple substitution requests for manufacturers across plumbing fixtures, HVAC equipment, lighting control devices, and luminaires. The addenda contain responses to bidder questions regarding fire alarm system scope, HVAC design specifications, cable requirements, resident bidder definitions, and prevailing wage requirements. The project is anticipated to commence in early February with a substantial completion timeline of 180 days and final payment at 210 days. Supporting documents include the First-Tier Subcontractor Disclosure Form, Contractor's Application for Payment, Certificate of Substantial Completion, and the Prevailing Wage Rate Schedule effective July 1, 2022.

The contract documents establish that this is a prevailing wage project under Oregon Bureau of Labor and Industries standards. The scope is limited to expanding and reworking the existing fire alarm system rather than complete replacement, with the fire alarm system delegated to design-build specifications. Bidders must identify as resident bidders, having paid unemployment or income taxes in Oregon during the 12 calendar months preceding bid submission and maintaining a business address in the state. The project requires proof of insurance, compliance with FSC-certified casework requirements where applicable, and MC cable installation only where concealed. Multiple substitution requests for manufacturers were accepted across various specifications, while requests for Frasch Acoustics and PLC Multipoint Lighting Controls were rejected as unacceptable equivalents.

BIDDER QUESTIONS & RESPONSES

During the first bid process, there were questions submitted regarding the fire alarm design. Will the answers to those questions be the same.

Yes, the answers to the questions submitted will be the same. Please see Appendix.

I was looking at the drawings for the PAC remodel and was wondering if there was a security scope?

There is no security scope on the project.

HVAC M-sheets

M0.01 Standards Abbreviations says FSD= fire smoke dampers

M5.01 Note# 1 FSD (nothing shown on drawings) please confirm no FSD’s

All the M-sheets do not show any FSD’s: please confirm the project will not require any FSD/fire alarm shut down

Integrus Architecture

No FSDs required for the remodel scope. Please disregard FSD detail 1/M5.01.

New HVAC project: please confirm this project will not increase/ overlap into the new bid fire alarm scope

The mechanical controls project is independent of the remodel project. This work will be completed in parallel and construction should be coordinated with the mechanical controls contractor as needed.

The fire alarm scope is design-build to update the existing fire alarm for the remodeled space.

Please confirm Richards remodeling and or The Newport Performing Arts Center is to carry the General

Contractor’s scope

We (sub-contractors are not chartered and or carry bonds to be a General Contractor)

The general contractor shall carry all scope for the project and package as they see fit to the subcontractors.

Specifications: Section 28 46 00 Fire Detection and Alarm section 1.4.A and B… The way this is written, it is up to the fire alarm contractor as to how to approach the job?

The fire alarm scope is design-build to update the existing fire alarm for the remodeled space per all required codes and standards.

Are you going to look at the contractors scope narrative as per 1.4 Contractor design A. B or is low price the deciding factor?

All required documents will be reviewed to confirm lowest apparent responsible bidder and low price is the deciding factor.

The spec says steel Metal Clad Cable- will aluminum work.

No. Provide MC cable per specification.

Is there a Reference Grid

Coordinate with Performing Arts Center facilities group. A structural grid is shown on the drawings.

Is the new CT Can and Meter base on the Annex, Stainless Steel

Follow Lincoln PUD requirements. Provide corrosion resistant materials if exposed to exterior space.

Can we run MC in open trusses

No. MC cable is only allowed where concealed.

I am emailing today regarding the PAC Remodel Project scheduled to bid on 8/16. It states in the Ad for Bid that all bidders must identify as resident bidders in Oregon. Does that mean you must have an office in Oregon or have an

Oregon CCB number and licenses? We are located in Washington but do lots of work in Oregon. Any clarity would be appreciated.

“Resident bidder” means a bidder that has paid unemployment taxes or income taxes in this state during the 12 calendar months immediately preceding submission of the bid, has a business address in this state and has stated in the bid whether the bidder is a “resident bidder” under this paragraph.

BIDDER QUESTIONS & RESPONSES

During the walk through the question was asked about the scope of work for the fire alarm system. I believe the answer provided was that the scope of work for fire alarm is limited to the area of the building where the remodel is taking place. That would involve demo of existing devices and reinstallation of devices as the remodel was underway. Is the scope of work limited to just expanding and reworking the existing system.

Yes, the scope is limited to expanding/reworking the existing system.

Do you have drawings of the existing fire alarm system.

The design team and Oregon Coast Council for the Arts (OCCA) do not have drawings of the existing system.

Do you have drawings of the existing fire alarm system.

The design team does not have drawings of the existing fire alarm system.

Sheet E3.01 show some horns strobe and strobe device on the drawing. There does not appear to be adequate coverage with the devices shown. Will these spaces require additional devices.

This is delegated design. See note on G0.10 and specification section 016116 Delegated Design

Requirements. System to be designed by the design/build contractor to adhere to relevant codes, add additional devices for full area coverage as needed.

The area of the remodel has existing photo detectors and pull stations. Are these to be reinstalled in their current location.

No exceptions taken.

The division 28 specifications seem to call out a new voice evacuation system throughout the building.

Disregard, scope limited to expanding/reworking the existing system.

Drawing E0.02 fixture schedule has a fixture L13 listed, I could not find any on E2.01 first floor light plan.

Are there any of these fixtures on the drawings?

No, L13 was removed from the drawing but appears to have remained on the schedule. They are no longer are used in the project.

Are both floors being DEMO?

Floor finishes are being demolished in the area of work. Structural floor assemblies are to remain.

Slab on grade will be modified as needed to accommodate plumbing.

Are we bidding for a complete new fire alarm system?

No, the scope is limited to expanding/reworking the existing system.

Can we SPEC out Farenhyt fire alarm panel?

The work is design/build to expand the existing system and match the existing manufacturer.

Can we have an extension on the bid date? Maybe another 10 days?

See addendum 3 for bid date extension.

Are we adding to the existing voice – evac panel?

Yes. The work is design/build to expand the existing system. The manufacturer is Silent Knight by

Honeywell, model 5128.

If we are adding to the existing panel, what is the manufacture?

The panel manufacturer is Pyrotronics, model CP-4 ary

There may also be some missing plan sheets from the reference 1992 plans, the narrative mentions that set would include Arch, Struc, Elec & Mec

There are no sheets missing. Arch, Struc, Elec & Mec are included on one sheet.

Looking at the project and the WF-1 in room R101 is on the A10.01 finish schedule but there is no Division

9 spec regarding that surface.
