About this file

This document is Addendum 2 for a procurement by the Illinois Department of Professional Regulation (IDFPR) for Rehabilitation and Counseling Services, specifically addressing vendor questions for Bid #25-440DFPR-PROFR-B-45630. The procurement seeks a vendor to administer a program providing rehabilitation and counseling services for licensed professionals dealing with alcohol and substance abuse issues. The addendum covers detailed specifications for toxicology and drug screening services, including standard breathalyzer alcohol screening, 21-drug panel urine and oral swab screenings, and drug testing through various methods like serum, fingernail/toenail, and hair testing.

The addendum clarifies critical financial and reporting aspects of the contract, specifically noting that participants are generally responsible for paying for services unless IDFPR explicitly indicates otherwise in writing. Voluntary program participants must be licensed professionals and will be reported monthly to IDFPR, though maintaining confidentiality. The vendor must provide comprehensive reporting on rehabilitation services, including self-help/peer support meetings and documentation from treating health professionals. The contract allows vendors to charge participants directly for tests beyond the standard requirements, with the understanding that all contract-required tests must be submitted and documented.

We have a range of testing frequencies, modalities (i.e., hair, nail, blood, breathalyzer) and drug test panels.

A. What is IDFPR’s standard for the Toxicology, Drug Screening, Rehabilitation Services line item and contract requirements?

B. If additional tests or testing frequency are above IDFPR’s standards, is it permissible to charge participants directly for these additional tests?

A. Here is the updated list of IDFPR’s Toxicology, Drug Screening, Rehabilitation Services line item. The BidBuy Items tab along with the Contract document will be amended to the BidBuy Bid via an addendum to reflect these changes (the text highlighted green has been modified since the prior addendum being published).

· Standard Breathalyzer alcohol screening and reporting.

· Standard 21-drug panel drug test with serum, fingernail/toenail, and/or hair and reporting. Vendor shall provide the list of drugs this test reports.

· Rehabilitative self-help/peer support meetings along with reporting from other treating health professionals and Agreements of Participation.

B. Yes. All tests administered to perform the requirements and deliverables of the contract need to be submitted and documented. Any tests administered between the Vendor and a participant that are outside the scope of the contract do not need to be considered.

2.
A. Will the CCTs for Dentists, Veterinarians and Podiatrists potentially receive funding from IDFPR?

B. Will the funding that the new licenses receive be similar to the funding that Nurses and Pharmacists receive?

A. Pursuant to contract section 1.1.2, “The following program participants itemized below are listed by participant type, A. definition, and B. who the responsible party is in paying invoices for the contracted services rendered.” For each part B, the contract states, “Invoice responsible party: [Type of] participant, unless indicated otherwise in writing by IDFPR.” IDFPR’s indication will be given to the contracted vendor on a case-by-case basis during the duration of the contract.

B. Pursuant to contract section 1.1.2, “The following program participants itemized below are listed by participant type, A. definition, and B. who the responsible party is in paying invoices for the contracted services rendered.” For each part B, the contract states, “Invoice responsible party: [Type of] participant, unless indicated otherwise in writing by IDFPR.” The participant shall be responsible for all payments unless IDFPR notifies the Vendor prior to any services being executed.

3.
The new contract stipulates for each licensee whether CCT, Probationary or Voluntary, that the participant is billed, unless otherwise indicated in writing by IDFPR. How and when would we know who the IDFPR will fund?
The participant shall be responsible for all payments unless IDFPR notifies the Vendor prior to any services being executed.
4.
With reference to level 1 Evaluation/Intervention, will IDFPR pay for all Level 1 services issued under this contract?
No. Pursuant to contract section 1.1.2, the participant shall be responsible for all payments unless IDFPR notifies the Vendor prior to any services being executed. Accordingly, IDFPR will pay for Level 1 services only when it has so notified Vendor that IDFPR will be the payor.
5.
Will we have a template of whose fees will be paid by IDPR, enabling us to inform the licensee at the time of the signing of the Agreement, what their financial responsibilities are?
Pursuant to contract section 1.1.2, “The following program participants itemized below are listed by participant type, A. definition, and B. who the responsible party is in paying invoices for the contracted services rendered.” For each part B, the contract states, “Invoice responsible party: [Type of] participant, unless indicated otherwise in writing by IDFPR.” The participant shall be responsible for all payments unless IDFPR notifies the Vendor prior to any services being executed.
6.
With reference to voluntary licensees. Can they remain confidential to the IDFPR and be reported to the Department by us as numbers?
No. Pursuant to contract section 1.1.2.3. part A., “Volunteer participants shall be licensed in one of the professions listed in section 1.1.1 to qualify as a participant and utilize any services documented in this contract. These are confidential to the public and are participants of their profession’s respective program. Vendor shall report the volunteer participants monthly to IDFPR. This will allow IDFPR to accurately track the total participants utilizing these services and ensure the accuracy of this contract’s total value and invoice payments made by IDFPR.”
7.
I see in the Invitation for Bid Instructions – A.12. MANDATORY REQUIREMENTS – we must provide proof of address with our submission. I wondered; what proof would suffice?
