CALL FOR CDP CONCEPT PAPERS to SUPPORT ELECTRICITY ACCESS MASTER PLANNING AND CAPACITY BUILDING WITH THE RURAL ELECTRIFICATION AGENCY IN UGANDA
ADDENDUM TO
COOPERATIVE DEVELOPMENT PROGRAM (CDP) ANNUAL PROGRAM STATEMENT

This program is authorized in accordance with Part 1 of the Foreign Assistance act of 1961, as amended.
Through this Addendum to the 2019-2020 Cooperative Development Program (CDP) Annual Program Statement (APS) No. 7200AA18APS00002 (the CDP APS), USAID/Uganda is making a special call for the submission of Concept Papers focused on assisting the Rural Electrification Agency (REA) in Uganda to develop a national electrification masterplan (NEP).
USAID/Uganda has supported the Government of Uganda (GoU) through the Rural Electrification Agency (REA) using Power Africa funding to develop a series of master plans for thirteen rural service territories that will be used as the roadmap to direct rural electrification investments over the ten year period from 2018-2027. The master plans were developed to not only identify grid and off-grid investment portfolios for each service territory, but also to evaluate the viability of the service territories for new private sector service providers, and to evaluate working capital and non-electric investment requirements for each new service provider.
While these master planning documents are extremely important from the viewpoint of private sector-led electrification expansion planning, GoU, through REA, now requires national masterplan that guides national electrification planning. This will involve an analysis of the grid densification and expansion potential for the service area managed by Umeme, the largest electricity service provider in Uganda - the Umeme footprint in outside the thirteen rural service territories. Once this analysis has been completed, there will be a need to consolidate all grid and off-grid investment requirements into a single national electrification plan (NEP) that will be used as the REA electrification master plan for the coming ten year period. The product of this activity will be a national electrification plan that will present a road map of electrification investments that will include grid densification, grid intensification, grid expansion, mini-grid potential, and stand-alone solar solutions towards the goal of universal access for the Government of Uganda.
The specific objectives are to:
1) Evaluate grid densification, intensification and expansion potential, including system reliability and mini-grid potential, for the service area managed by Umeme, the largest electricity service provider in Uganda;
2) Update the load projections for the 13 service territories, allowing for productive use of electricity potential as a key determinant of load growth;
3) Evaluate impact of changes in the loads projections on power quality, reliability and determine transmission/system reliability upgrade requirements;
4) Develop a consolidated investment plan that defines financing requirements for grid expansion investments, densification financing requirements, intensification requirements, system strengthening/reliability investment requirements and off-grid financing requirements; and
5) Develop a single national electrification plan that serves as a road map for electrification investments for the next ten years.
USAID/Uganda, in consultation with the Power Africa Coordinator’s Office, will manage the review and procurement of activities resulting from qualified concept notes.

I. Background
The Government of Uganda is a key partner for Power Africa in achieving the U.S. Government’s goal of 60 million new connections in Africa by 2030.
USAID/Uganda and Power Africa have invested significant amount of funds in electrification planning for Uganda and have developed a productive working partnership with REA. Power Africa and USAID/Uganda have a number of energy related activities on-going in collaboration with the GoU, the private sector and in coordination with other donors.
In follow up to the abovementioned regional master plans for 13 territories, REA has requested assistance towards the development of a National Electrification Plan for the next ten years that will drive investment in both on and off-grid sectors.
II. Solicitation
This addendum is issued for concept papers describing how to accomplish the specific objectives listed above.
III. Evaluation Criteria
Proposed concepts will be evaluated based on the general criteria set forth in the CDP APS in Section V: Concept Paper and Full Application Review Criteria. As stated in APS No. 7200AA18APS00002, USAID has limited eligibility for US cooperatives or cooperative development organizations. In addition, the following criteria will also be used:
· Demonstrated knowledge of master planning and development of national electrification plans
· Experience implementing similar work in developing countries.
Proposed concepts should be consistent with USAID legal and policy restrictions, including those set forth in USAID’s Automated Directives System (ADS) and in the Foreign Assistance Act of 1961.
IV. Application Instructions and Review Process
USAID/Uganda is responsible for the review process and management of any awards issued under this Addendum. Applicants are required to follow the Concept Paper instructions set forth in the CDP APS and submit Concept Papers using the Concept Template.
Before submitting a Concept Paper, prospective applicants should contact Oscar Ankunda at OAnkunda@usaid.gov for the Energy Team at USAID/Uganda. The USAID Point of Contact can discuss the extent to which a proposed idea is appropriate and aligns with USAID’s goals.
Under the CDP APS, the USAID Point of Contact can have robust and extensive discussions with the applicant with regard to potential program ideas and activities. Such discussions help foster the co-creation that is core to the CDP approach.
The completed Concept Paper Template (including the Concept Paper and required Supporting Information) should be sent to USAID/Uganda through Oscar Ankunda of the Energy Office, USAID/Uganda with a copy to cdp-aps@usaid.gov.
Concept papers will be reviewed on a rolling basis. After review by USAID/Uganda, applicants will receive instructions from USAID/Uganda on whether to proceed with a full application.
